If you do this, then you will find, as others have found before you, that the vote is the most powerful instrument ever devised by man for breaking down injustice and destroying the terrible walls which imprison men because they are different from other men.

The best weapon of a dictatorship is secrecy, but the best weapon of a democracy should be the weapon of openness.

We must be the great arsenal of Democracy.

The vote is the most effective and merciful instrument that man has devised to manage his affairs.

There are those in this country who threaten direct action to force their will, upon a majority. Russia today, with its blood and terror, is a painful object lesson of the power of minorities. It makes little difference what minority it is; whether capital or labor, or any other class; no sort of privilege will ever be permitted to dominate this country. We are a partnership or nothing that is worth while. We are a democracy, where the majority are the masters, or all the hopes and purposes of the men who founded this government have been defeated and forgotten. In America there is but one way by which great reforms can be accomplished and the relief sought by classes obtained, and that is through the orderly processes of representative government. Those who would propose any other method of reform are enemies of this country. America will not be daunted by threats nor lose her composure or calmness in these distressing times. We can afford, in the midst of this day of passion and unrest, to be self - contained and sure. The instrument of all reform in America is the ballot. The road to economic and social reform in America is the straight road of justice to all classes and conditions of men. Men have but to follow this road to realize the full fruition of their objects and purposes. Let those beware who would take the shorter road of disorder and revolution. The right road is the road of justice and orderly process.

I did not seek this fight brought to this Capitol one year ago today, but I will not shrink from it either. I will stand in this breach. I will defend this nation. And I will allow no one to place a dagger at the throat of our democracy. We will make sure the will of the people is heard; that the ballot prevails, not violence; that authority in this nation will always be peacefully transferred. I believe the power of the presidency and the purpose is to unite this nation, not divide it; to lift us up, not tear us apart; to be about us — about us, not about “me.” Deep in the heart of America burns a flame lit almost 250 years ago — of liberty, freedom, and equality. This is not a land of kings or dictators or autocrats. We’re a nation of laws; of order, not chaos; of peace, not violence. Here in America, the people rule through the ballot, and their will prevails. So, let us remember: Together, we’re one nation, under God, indivisible; that today, tomorrow, and forever, at our best, we are the United States of America. God bless you all. May God protect our troops. And may God bless those who stand watch over our democracy.

The equal rights of man, and the happiness of every individual, are now acknowledged to be the only legitimate objects of government. Modern times have the signal advantage, too, of having discovered the only device by which these rights can be secured, to wit: government by the people, acting not in person, but by representatives chosen by themselves, that is to say; by every man of ripe years and sane mind, who either contributes by his purse or person to the support of his country.

If guns are outlawed, only the government will have guns. Only the police, the secret police, the military, the hired servants of our rulers. Only the government – and a few outlaws. I intend to be among the outlaws.”

The religion we have is our all-important instrument towards that end. With it we have brought the Four Kingdoms under our control, even at the moment when they would have crushed us. It is the most potent device known with which to control men and worlds.

In the face of great perils never before encountered, our strong purpose is to protect and to perpetuate the integrity of democracy. For this we muster the spirit of America, and the faith of America. We do not retreat. We are not content to stand still. As Americans, we go forward, in the service of our country, by the will of God.

The Constitution is not an instrument for the government to restrain the people, it is an instrument for the people to restrain the government - lest it come to dominate our lives and interests.

Four years ago, President John F. Kennedy stated to the Congress and the world, "The primary purpose of our arms is peace, not war." That is still their purpose. We are armed, not for conquest, but to insure our own security and to encourage the settlement of international differences by peaceful processes. We are not a militaristic people, and we have long denounced the use of force in pursuit of national ambition. We seek to avoid a nuclear holocaust in which there can be neither victory nor victors. But we shall never again return to a world where peace-loving men must stand helpless in the path of those who, heedless of destruction and human suffering, take up war and oppression in pursuit of their own ambitions.

What I have come to find to be the greatest and most effective and successful weapon that we can use, known to man, to combat such adversaries as ignorance, racism, hatred, violence, is also the least expensive weapon, and the one that is the least used by Americans. That weapon is called communication.
