The great vice of democracy – a vice which is exacting a bitter retribution from it at this moment – is that for a generation we have been busy getting ourselves on to the list of beneficiaries and removing ourselves from the list of contributors, as if somewhere there was somebody else’s wealth and somebody else’s effort on which we could thrive.
One way to elect a new people is to import them, of course. For example, to put it bluntly, the Democratic Party has captured California, once a Republican stronghold, by importing arbitrary numbers of Mexicans. Democracy is a poor system of government at best; the only thing that can honestly be said in its favor is that it is about eight times as good as any other method the human race has ever tried. Democracy's worst fault is that its leaders are likely to reflect the faults and virtues of their constituents - a depressingly low level, but what else can you expect?
