We should be tough on crime and tough on the underlying causes of crime.

We have to act with fierce urgency. Justice demands it.

The courts must send a clear message that such behaviour will not be tolerated and that perpetrators will face the full consequences of the law

In the enforcement of laws that protect our national integrity and existence, we should prosecute any and every act of violation, but only overt acts, not the expression of opinion, or activities such as the holding of meetings, petitioning of congress, or dissemination of news or opinions. Only by extreme care can we protect the spirit as well as the letter of our civil liberties, and to do so is a responsibility of the federal prosecutor.

We have to get very, very tough on cyber and cyber warfare.

Above all, we must be accurate, and it is an obligation which we intend to fulfill scrupulously.

This lawless action should be investigated and punished as fully as possible. The Chief Justice must get to the bottom of it and the Department of Justice must pursue criminal charges if applicable.

It is fit that justice should be administered with great caution.

Whatever policy we adopt, there must be an energetic prosecution of it. For this purpose it must be somebody's business to pursue and direct it incessantly.

It will be the duty of the Executive, with sufficient appropriations for the purpose, to prosecute unsparingly all who have been engaged in depriving citizens of the rights guaranteed to them by the Constitution.

Let no guilty man escape, if it can be avoided. No personal considerations should stand in the way of performing a public duty.

If there has been any crime, it must be prosecuted. If there has been any property of the United States illegally transferred or leased, it must be recovered…. I propose to employ special counsel of high rank drawn from both political parties to bring such actions for the enforcement of the law. Counsel will be instructed to prosecute these cases in the courts so that if there is any guilt it will be punished; if there is any civil liability it will be enforced; if there is any fraud it will be revealed; and if there are any contracts which are illegal they will be canceled. Every law will be enforced. And every right of the people and the Government will be protected.

Sampling out corruption is a very tough job, but I say so in all seriousness that we would be failing in our duty if we do not tackle this problem seriously and with determination.

We must enforce the laws and enforce them speedily. People will obey and follow our laws if there is certainty of punishment.
