The southern institution of racial segregation or racial separation was the correct, self-evident truth which arose from the chaos and confusion of the reconstruction period. Separation promotes racial harmony. It permits each race to follow its own pursuits, and its own civilization. Segregation is not discrimination. Segregation is not a badge of racial inferiority, and that it is not is recognized by both races in the Southern States. In fact, segregation is desired and supported by the vast majority of the members of both races in the South, who dwell side by side under harmonious conditions. ... Let me make this clear, Mr. President: There is no racial hatred in the South. The Negro race is not an oppressed race. ... Mr. President, it is the law of nature, it is the law of God, that every race has both the right and the duty to perpetuate itself. All free men have the right to associate exclusively with members of their own race, free from governmental interference, if they so desire. Free men have the right to send their children to schools of their own choosing, free from governmental interference and to build up their own culture, free from governmental interference. These rights are inherent in the Constitution of the United States and in the American system of government, both state and national, to promote and protect this right.

The principle of segregation of the White and Negro races in the South is so well known that it requires no definition. Briefly and plainly stated, the object of this policy is to prevent the two races from meeting on terms of social equality. By established practice, each race maintains its own institutions and promotes its own social life.

Southern states had embraced the Union only insofar as it served to protect their rights to hold property in slaves, and to spread slavery as the nation expanded and the institution itself became intertwined as a defining element in the struggle for national power itself. In slavery could not spread as new states were formed, then the existing slave states would be doomed to perpetual minority in representation in Congress, guaranteeing that if the day came when Northern antipathy to slavery itself became hot enough, the majority could use the government to subvert the Constitution and abolish the institution where it already existed. In short, the South could not affort to lose any battle over slavery, nor even over issues on its periphery.

Let me assure my countrymen of the Southern States that it is my earnest desire to regard and promote their truest interest — the interests of the white and of the colored people both and equally — and to put forth my best efforts in behalf of a civil policy which will forever wipe out in our political affairs the color line and the distinction between North and South, to the end that we may have not merely a united North or a united South, but a united country.

It is said we can conquer without emancipation. The rebellion is almost crushed — our armies are pressing southward — the end approaches, when all things will be restored as of old. The South, having been deceived in regard to Mr. Lincoln and the aims of the Republican party, went to war to protect slavery. Now, perhaps, they are beginning to see that Mr. Lincoln is not so far from a slave-catcher, after all. The loyalty of the South is a myth. It will of course grow, as our armies advance, because between hanging and loyalty the advocates of a sinking cause can have but one choice

Being Southern means carrying a responsibility to shake off the comforting blanket of myth and see ourselves clearly. I was bringing a child into this world, and into our long history of trying to do the right think while benefiting mightily from the wrong thing, and I wanted her to see it clearly without the nostalgia that so often softens my anger and desire to tear it down and build a new world in its place.

The people of the South are expected to remain docile while their civilization and culture are destroyed, while their segregation statutes are repealed by Federal action, and while the white race is destroyed under the false guise of another civil-rights bill. We are expected to remain docile while the pure blood of the South is mongrelized by the barter of our heritage by northern politicians in order to secure political favors from Red mongrels in the slums of the cities of the East and West.

The white people of the South do not have race prejudice. They have race consciousness, and they are proud to possess this awareness of the significance of race. Had they not possessed it, the South would have been mongrelized and southern civilization destroyed long ago.

The forward surge of the Negro people is the most distinctive and progressive feature of Southern politics.

It is my purpose nowhere in these remarks to make personal reproaches; I entertain no ill-will toward any human being, nor any brute, that I know of, not even the skunk across the way to which I referred. Least of all would I reproach the South. I honor her courage and fidelity. Even in a bad, a wicked cause, she shows a united front. All her sons are faithful to the cause of human bondage, because it is their cause. But the North - the poor, timid, mercenary, driveling North - has no such united defenders of her cause, although it is the cause of human liberty. None of the bright lights of the nation shine upon her section. Even her own great men have turned her accusers. She is the victim of low ambition - an ambition which prefers self to country, personal aggrandizement to the high cause of human liberty. She is offered up a sacrifice to propitiate southern tyranny - to conciliate southern treason.

The dangerously clear logic of the Negro's position will more and more loudly assert itself in that day when increasing wealth and more intricate social organization preclude the South from being, as it so largely is, simply an armed camp for intimidating black folk. Such waste of energy cannot be spared if the South is to catch up with civilization. And as the black third of the land grows in thrift and skill, unless skilfully guided in its larger philosophy, it must more and more brood over the red past and the creeping, crooked present, until it grasps a gospel of revolt and revenge and throws its new-found energies athwart the current of advance. Even to-day the masses of the Negroes see all too clearly the anomalies of their position and the moral crookedness of yours. You may marshal strong indictments against them, but their counter-cries, lacking though they be in formal logic, have burning truths within them which you may not wholly ignore, O Southern Gentlemen! If you deplore their presence here, they ask, Who brought us? When you cry, Deliver us from the vision of intermarriage, they answer that legal marriage is infinitely better than systematic concubinage and prostitution. And if in just fury you accuse their vagabonds of violating women, they also in fury quite as just may reply: The rape which your gentlemen have done against helpless black women in defiance of your own laws is written on the foreheads of two millions of mulattoes, and written in ineffaceable blood. And finally, when you fasten crime upon this race as its peculiar trait, they answer that slavery was the arch-crime, and lynching and lawlessness its twin abortions; that color and race are not crimes, and yet it is they which in this land receive most unceasing condemnation, North, East, South, and West.

This was the point at which north and south began to bifurcate decisively and indeed at which the term the South came into general parlance. The southern apologists were still, in their hearts, ashamed of slavery. That is why they used a euphemism. To them, it was not slavery — a word they never spoke, if possible — but “the peculiar institution.” The use of euphemisms was to become an outstanding characteristic of the modern world which was being born, and nowhere was it employed more assiduously than in the South’s defense of unfree labor.

The South knew that it would never in future possess the same power relative to the North that it did in 1861. From that perspective, it was now for never or Southern independence, if slavery was to be preserved.
