I am not sure it can ever be used... I don't think we ought to use this thing unless we absolutely have to. It is a terrible thing to order the use of something that is so terribly destructive, destructive beyond anything we have ever had. You have got to understand that this isn't a military weapon. It is used to wipe out women and children and unarmed people, and not for military uses. So we have got to treat this differently from rifles and cannon and ordinary things like that.

The bomb is the natural product of the kind of society we have created. It is as easy, normal, and unforced an expression of the American way of Life as electric ice-boxes,banana splits, and hydro-matic drive automobiles.
This gun is designed and built to smash things up and to set things on fire. It`s a battlefield weapon, and yet it is sold as freely on the American civilian market as a .22 bolt action rifle...I think it`s a great thing on the battlefield. I just think that there are certain occasions when we say in our society, this product is such a threat to our health and safety, and in this case, our national security, we will not allow it...it is a gun that is unparalleled by any other small arm available to civilians. We control every other kind of weapon of war you can think of -- machine guns, plastic explosives, rockets. This thing has flown under the radar for about 20 years...If you go through virtually any industrial state, you`ll see right off the highways all kinds of highly-toxic and/or flammable materials stored in big tanks. These are ideal targets...The point is that you can plan your attack from a longer distance. It`s the combination of range and power.
In view of the fact that we can achieve our objectives with conventional weapons, there is no purpose to be gained through the use of our nuclear arsenal. To use it would merely guarantee the annihilation of hundreds of thousands of people, none of whom would have been responsible for the decision invoked in bringing about the weapons' use, not to mention incalculable damage to our natural environment.
The power to destroy the world by the use of nuclear weapons is a power that cannot be used - we cannot accept the idea of such monstrous immorality.<p>The time has now come for morality to take its proper place in the conduct of world affairs; the time has now come for the nations of the world to submit to the just regulation of their conduct by international law.
