I accept responsibility for the camps, but as far as measures against the Jews, I had nothing to do with them. Those orders came from the RSHA. Himmler sent orders to Kaltenbrunner, who transmitted them to Mueller of the Gestapo, and the latter had the entire extermination program under him. That was the way all of Himmler's orders went. I did not participate in the murder of the Jews.

Supplementing the task assigned to you by the decree of January 24, 1939, to solve the Jewish problem by means of emigration and evacuation in the best possible way according to present conditions, I hereby charge you to carry out preparations as regards organizational, financial, and material matters for a total solution (Gesamtlösung) of the Jewish question in all the territories of Europe under German occupation.Where the competency of other central organizations touches on this matter, these organizations are to collaborate. I charge you further to submit to me as soon as possible a general plan of the administrative material and financial measures necessary for carrying out the desired final solution (Endlösung) of the Jewish question.

I had eleven main concentration camps under my command. From these eleven camps, internees were sent to other so-called labor camps. That was my job. I had nothing to do with the final solution of the Jews. That was an act done by camp personnel such as the commandants. Of course, the center of all those orders for the extermination of the Jews was Mueller of the Gestapo, who received his orders from Kaltenbrunner, who carried out the plans of Himmler.

It's necessary to exterminate these Jews like rats, once and for all. In Germany, thank God, we've already taken care of that. I hope that the world will follow this example.

Those Jews stood up, were lined up, and were shot in true military fashion. I saw to it that no atrocities or brutalities occurred.

Himmler chose certain camps and, together with Kaltenbrunner and Mueller, ordered the commandants of these camps to carry out the extermination program. This was done in the chain of command as I have just told you. I emphasize that it was Himmler to Kaltenbrunner to Mueller to Gluecks, who was also one of my subordinate generals, to the individual concentration camp commandants, who had been selected by Himmler to perform the exterminations. Otherwise, Himmler would have had to give the orders to me because I was technically in charge of the concentration camps. The Prosecution holds me responsible for the concentration camps, for the destruction of Jewish life, for Einsatzgruppen and other things. All of this is neither in accord with the evidence nor with the truth. The accusers as well as the accused are exposed to the dangers of a summary proceeding. It is correct that I had to take over the Reich Security Main Office. There was no guilt in that in itself. Such offices exist in governments of other nations too. However, the task and activity assigned to me in 1943 consisted almost exclusively in the reorganization of the German political and military intelligence service, though not as Heydrich's successor. Almost a year after his death I had to accept this post under orders and as an officer at a time when suspicion fell on Admiral Canaris of having collaborated with the enemy for years. In a short time I ascertained the treason of Canaris and his accomplices to the most frightful extent.

I know how to secure the peace.

You are in the hands of the Gestapo. Don't imagine that we shall show you the slightest consideration. The Fuhrer has already shown the world that he is invincible and soon he will come and liberate the people of England from the Jews and Plutocrats such as you. The war with the Soviet Union began in June 1941, I think. And I believe it was two months later, or maybe three, that Heydrich sent for me. I reported. I told him Heydrich had sent me, because the Führer had ordered the physical extermination of the Jews. … Globocnik sent for a certain Sturmbannführer Höfle, who must have been a member of his staff. We went from Lublin to, I don't remember what the place was called, I get them mixed up, I couldn't say if it was Treblinka or some other place. There were patches of woods, sort of, and the road passed through — a Polish highway. On the right side of the road there was an ordinary house, that's where the men who worked there lived. A captain of the Ordnungspolizei welcomed us. A few workmen were still there. The captain, which surprised me, had taken off his jacket and rolled up his sleeves, somehow he seemed to have joined in the work. They were building little wooden shacks, two, maybe three of them; they looked like two- or three-room cottages. Höfle told the police captain to explain the installation to me. And then he started in. He had a, well, let's say, a vulgar, uncultivated voice. Maybe he drank. He spoke some dialect from the southwestern corner of Germany, and he told me how he had made everything airtight. It seems they were going to hook up a Russian submarine engine and pipe the exhaust into the houses and the Jews inside would be poisoned. I was horrified. My nerves aren't strong enough … I can't listen to such things... such things, without their affecting me. Even today, if I see someone with a deep cut, I have to look away. I could never have been a doctor. I still remember how I visualized the scene and began to tremble, as if I'd been through something, some terrible experience. The kind of thing that happens sometimes and afterwards you start to shake. Then I went to Berlin and reported to the head of the Security Police.

Let me tell you quite frankly: in one way or another we will have to finish with the Jews. Gentlemen, I must ask you to remain unmoved by pleas for pity. We must annihilate the Jews wherever we encounter them and wherever possible, in order to maintain the overall mastery of the Reich here... For us the Jews are also exceptionally damaging because they are being such gluttons. There are an estimated 2.5 million Jews in the General Government, perhaps. 3.5 million. These 3.5 million Jews, we cannot shoot them, nor can we poison them. Even so, we can take steps which in some way or other will pave the way for their destruction, notably in connection with the grand measures to be discussed in the Reich. The General Government must become just as judenfrei (free of Jews) as the Reich!
