We assume that the preliminary conclusions drawn from the Party's experience of applying its strategic line, tactics and revolutionary methods during the long and complicated struggle have practical significance for our revolution at the present stage, that of the consolidation of people's democracy and transition to socialism, and will possibly also contribute to the rich store of experience applying Marxism-Leninism in the revolutions of liberation today.
A century after the Communist Manifesto was written and thirty years after the Russian Revolution, the revolutionary movement, which has witnessed great victories and suffered profound defeats, seems somehow to have disappeared. Like a river approaching the sea, it has broken up into rivulets, run into swamps and marshes, and finally dried up on the sands.

We have already won a great deal, and we must go on fighting, undismayed by reverses, fighting steadfastly, scorning the philistine methods of circle wrangling, doing our very utmost to preserve the hard-won single Party tie linking all Russian Social-Democrats, and striving by dint of persistent and systematic work to give all Party members, and the workers in particular, a full and conscious understanding of the duties of Party members, of the struggle and Second Party Congress, of all the causes and all the stages of our divergence, and of the utter and disastrousness of opportunism., which, in the sphere of our programme and our tactics, helplessly surrenders to the bourgeois psychology, uncritically adopts the point of view of bourgeois democracy, and blunts the weapon of the class struggle of the proletariat.
Soviet Russia has been behaving internationally very much as a satisfied Power, avoiding all trouble, and trying to keep peace at all costs. This is the opposite of a revolutionary policy which would aim at fomenting revolution in other countries. It is a national policy of building up socialism in a single country and avoiding all complications outside. Necessarily, this results in compromises with imperialist and capitalist Powers. But the essential socialist basis of Soviet economy continues, and the success of this is itself the most powerful argument in favour of socialism.
Anybody trying to do anything worthwhile in Russia at the moment is moving toward the left. [Mikhail] Khodorkovsky is correct, although all the democrats condemned his thoughts from prison. Russia's Left March is a fait accompli, which also rules out any Russian Orange Revolution. There will be no splendid revolutionary breakthrough with oranges, tulips, or roses in Russia. Our revolution, if it comes, will be red, because the Communists are almost the most democratic force in the country, and because it will be bloody.
The entire post-October history of the development of mankind is the history of the unbelievably difficult, but victorious procession of socialism. In the struggle against imperialism and every other form of reaction, the peoples of the earth constantly derived, and continue to derive, inspiration from the example of the Great October and its homeland, the Soviet Union, which marched, and continues to march, in the vanguard of that struggle. The active peace-loving policy of the Communist Party and the Soviet government, a policy based on principles of the friendship and mutual understanding of nations, of equal cooperation and the peaceful coexistence of states with different social systems, is a decisive factor that guarantees lasting peace and the security of nations. Continuing the traditions that were laid down by the great Lenin, the Soviet state is fighting actively to bridle the arms race and to take effective steps in the area of disarmament so as to preclude once and for all from the life of mankind the threat of a nuclear catastrophe.
I expect that soon the failure of the attempts to transform Russia into a Socialist community by methods of dictatorship will become apparent to all. The failure of the Communist experiment in Russia, however, does not mean the downfall of the Bolshevik regime. The two things are not necessarily linked together. Nay, they are mutually exclusive. The same backwardness that makes Socialism in Russia at the present time impossible favors the strengthening of despotism once it has taken root.
Our path has not been an easy one. Our people are proud that in a historically short period of time, after the victory of the Socialist Revolution, backward Russia transformed itself into a major industrial power and achieved outstanding successes in science and culture. We take pride in having built a new society — a most stable and confidently developing society — which has assured all our citizens of social justice and has made the values of modern civilization the property of all the people. We are proud that dozens of previously oppressed nations and nationalities in our country have become genuinely equal, and that in our close-knit family of nations they are developing their economy and culture. We have great plans for the future. We want to raise considerably the living standards of the Soviet people. We want to make new advances in education and medicine. We want to make our villages and towns more comfortable to live in and more beautiful. We have drafted programs to develop the remote areas of Siberia, the North and the Far East, with their immense natural resources. And every Soviet individual is deeply conscious of the fact that the realization of those plans requires peace and peaceful cooperation with other nations.
In the present situation, such an experiment would be doubly dangerous to the Russian Social Democracy. It stands on the eve of decisive battles against tsarism. It is about to enter, or has already entered, on a period of intensified creative activity, during which it will broaden (as is usual in a revolutionary period) its sphere of influence and will advance spontaneously by leaps and bounds. To attempt to bind the initiative of the party at this moment, to surround it with a network of barbed wire, is to render it incapable of accomplishing the tremendous task of the hour.
Russian policy had to be redefined in a new world setting, and the principal factor to be taken into account was the hostility of the Russian peasant. The w:New Economic Policy had broken the straightjacket of w:War Communism, but the market did not begin to function spontaneously. The revolution had broken the connections between industry and the village, and new ones were not easily built up.
And so, from the standpoint of Marxism, the Russian experiments in planned economy are not to be rated as socialistic. The Russian practice is not directed according to communist principles, but follows the laws of capitalist accumulation. We have here, even though in modified form, a surplus-value production under the ideological camouflage of ‘socialist construction’. The wage relation is identical with that of capitalist production, forming also in Russia the basis for the existence of a growing bureaucracy with mounting privileges; a bureaucracy which, by the side of the private capitalist elements which are still present, is strictly to be apprised as a new class appropriating to itself surplus labor and surplus value. From the Russian experience no positive conclusions can be drawn which have a relation to communist production and distribution. It still offers only examples of the way in which communism cannot be developed.
Notwithstanding all the differences in the aims and tasks of the Russian revolution, compared with the French revolution of 1871, the Russian proletariat had to resort to the same method of struggle as that first used by the — civil war. Mindful of the lessons of the Commune, it knew that the proletariat should not ignore peaceful methods of struggle — they serve its ordinary, day-to-day interests, they are necessary in periods of preparation for revolution — but it must never forget that in certain conditions the class struggle assumes the form of armed conflict and civil war; there are times when the interests of the proletariat call for ruthless extermination of its enemies in open armed clashes.
