There's no question that this overall war on drugs has not only been a failure, it has created and exacerbated a number of other problems that continue to afflict people in this country...

More people die every year as a result of the war against drugs than die from what we call, generically, overdosing. These fatalities include, perhaps most prominently, drug merchants who compete for commercial territory, but include also people who are robbed and killed by those desperate for money to buy the drug to which they have become addicted.
This is perhaps the moment to note that the pharmaceutical cost of cocaine and heroin is approximately 2 per cent of the street price of those drugs. Since a cocaine addict can spend as much as $1,000 per week to sustain his habit, he would need to come up with that $1,000. The approximate fencing cost of stolen goods is 80 per cent, so that to come up with $1,000 can require stealing $5,000 worth of jewels, cars, whatever. We can see that at free-market rates, $20 per week would provide the addict with the cocaine which, in this wartime drug situation, requires of him $1,000.

The price of repression is greater than the cost of liberty. The degradation of men costs something both to the degraded and those who degrade.

The social damage was not in the failure but in the undertaking, which was expensive. The cost of war was the poison running through the 14th century.

The cost in human lives of every armed conflict is staggering, but the economic cost of wars can continue for generations.

So much money is wasted in the drug war. I've had two congressman, Orange County congressman, tell me that there are lots of people in Washington who now believe that the drug war is not winnable but that it is imminently fundable… Where President Eisenhower once talked about the Military-Industrial Complex, we now have the Prison-Industrial Complex. It's the same thing, the same disease.

In war, the cost in civilian lives is incalculable, not to mention the many military personnel whose lives are destroyed. Then there is the cost to the environment and the cost to human potential as our scientists waste their lives planning and researching even more horrific weapons which increasingly, in modern war, kill more civilians than combatants.

The drug war has nothing to do with making communities livable or creating a decent future for black kids. On the contrary, prohibition is directly responsible for the power of crack dealers to terrorize whole neighborhoods. And every cent spent on the cops, investigators, bureaucrats, courts, jails, weapons, and tests required to feed the drug-war machine is a cent not spent on reversing the social policies that have destroyed the cities, nourished racism, and laid the groundwork for crack culture.

The price of chemical ecstasy was a dear one, paid in flesh and spirit.

Let us leave in suspension such debates about the economic costs of the War and look at another kind of cost, a kind more subtle, pervasive, and continuing, a kind that conditions in a thousand ways the temper of American life today. This cost is psychological, and it is, of course, different for the winner and the loser.

A Justice Department survey reports that 70 percent of those arrested for serious crimes are drug uses, which may mean that "drugs cause crime." A more sophisticated analysis suggests that the high cost of drugs, a result of their prohibition, forces drug users to turn crime to support an unnecessarily expensive habit. Drug prohibition, by giving young people the thrill of breaking the law and giving pushers a strong incentive to find new customers, may actually increase the number of drug users. Moreover, out policy of pressuring friendly governments to wipe out drug cultivation has undermined many of those regimes and provoked resentment against us among their citizens and government officials. We can either escalate the war on drugs, which would have dire implications for civil liberties and the right to privacy, or find a way to gracefully withdraw. Withdrawal should not be viewed as an endorsement of drug use; it would simply be an acknowledgment that the cost of this war- billions of dollars, runaway crime rates and restrictions on our personal freedom — is too high.

The cost of inaction is often much higher than the cost of the wrong action.

The war on drugs has been a catastrophic failure... We criminalise thousands of people, blighting their careers ... When people buy cannabis from criminals, they have no idea what they are buying.

Training, Books, Learning is all expensive. Being stupid though is still much more expensive.
