The worker's existence is thus brought under the same condition as the existence of every other commodity. The worker has become a commodity, and it is a bit of luck for him if he can find a buyer, And the demand on which the life of the worker depends, depends on the whim of the rich and the capitalists.

That the freedom of the employed depends upon the existence of a great number and variety of employers is clear when we consider the situation that would exist if there were only on employer — namely, the state — and if taking employment were the only permitted means of livelihood. And a consistent application of socialist principles, however much it might be disguised by the delegation of the power of employment to nominally independent public corporations and the like, would necessarily lead to the presence of a single employer. Whether this employer acted directly or indirectly, he would clearly possess unlimited power to coerce the individual.

It is only through enforced standardization of methods, enforced adoption of the best implements and working conditions, and enforced cooperation that this faster work can be assured. And the duty of enforcing the adoption of standards and enforcing this cooperation rests with management alone.

The rule of our policy is that nothing should be done by the state which can be better or as well done by voluntary effort; and I am not aware that, either in its moral or even its literary aspects, the work of the state for education has as yet proved its superiority to the work of the religious bodies or of philanthropic individuals. Even the economical considerations of materially augmented cost do not appear to be wholly trivial.

All the major industries will be owned and controlled by the community, but there may well exist for a long time many smaller enterprises which are left to be carried on individually... the interests of the community as a whole must come before that of any sectional group... the managers and technicians must be given reasonable freedom if they are to work efficiently, a freedom within the general economic plan... the workers must be citizens and not wage slaves.

To want a job that exercises a man’s capacities in an enterprise useful to society, is utopian anarcho-syndicalism; it is labor invading the domain of management. No labor leader has entertained such a thought in our generation. Management has the “sole prerogative” to determine the products.
