George W. Bush promised us a foreign policy with humility. Instead, he has brought us humiliation in the eyes of the world. He promised to "restore honor and integrity to the White House." Instead, he has brought deep dishonor to our country and built a durable reputation as the most dishonest President since Richard Nixon. Honor? He decided not to honor the Geneva Convention. Just as he would not honor the United Nations, international treaties, the opinions of our allies, the role of Congress and the courts, or what Jefferson described as "a decent respect for the opinion of mankind." He did not honor the advice, experience and judgment of our military leaders in designing his invasion of Iraq. And now he will not honor our fallen dead by attending any funerals or even by permitting photos of their flag-draped coffins.

As a nation, our greatest export has always been hope: hope that through the rule of law people can be free to pursue their dreams, that democracy can supplant repression and that justice, not power, will be the guiding force in society. Our moral authority in the world derived from the hope anchored in the rule of law. With this blatant failure of the rule of law from the very agents of our government, we face a great challenge in restoring our moral authority in the world and demonstrating our commitment to bringing a better life to our global neighbors.
It is simply no longer possible to ignore the strangeness of our public discourse. I know I am not alone in feeling that something has gone fundamentally wrong. In 2001, I had hoped it was an aberration when polls showed that three-quarters of Americans believed that Saddam Hussein was responsible for attacking us on Sept. 11. More than five years later, however, nearly half of the American public still believes Saddam was connected to the attack.
Abraham Lincoln, said in 1838, when he and the United States were both very young, “Reason — cold, calculating, unimpassioned reason — must furnish all materials for our future support and defence. Let those materials be moulded into general intelligence, sound morality, and in particular, a reverence for the Constitution and laws.

I sincerely ask those watching at home tonight who supported President Bush four years ago: did you really get what you expected from the candidate you voted for? Is our country more united today? Or more divided? Has the promise of compassionate conservatism been fulfilled? Or do those words now ring hollow? For that matter, are the economic policies really conservative at all? For example, did you expect the largest deficits in history, year after year? One right after another? And the loss of more than a million jobs?
After invoking the language and symbols of religion to bypass reason and convince the country to go to war, Bush found it increasingly necessary to disdain and dispute inconvenient facts that began to surface in public discussions. He sometimes seemed to wage war against reason itself in his effort to deny obvious truths that were totally inconsistent with the false impressions the nation had been given prior to making the decision to invade. He and his team seemed to approach every question of fact as a partisan fight to the finish. Those who questioned the faulty assumptions on which the war was based were attacked as unpatriotic. Those who pointed to the forged evidence and glaring inconsistencies were accused of supporting terrorism. One of Bush’s congressional allies, John Boehner, then House majority leader, said, “If you want to let the terrorists win in Iraq, just vote for the Democrats.
Just as the printing press led to the appearance of a new set of possibilities for democracy, beginning five hundred years ago — and just as the emergence of electronic broadcasting reshaped those possibilities, beginning in the first quarter of the twentieth century — the Internet is presenting us with new possibilities to reestablish a healthy functioning self-government, even before it rivals television for an audience. In fact, the Internet is perhaps the greatest source of hope for reestablishing an open communications environment in which the conversation of democracy can flourish. It has extremely low entry barriers for individuals. The ideas that individuals contribute are dealt with, in the main, according to the rules of a meritocracy of ideas. It is the most interactive medium in history and the one with the greatest potential for connecting individuals to one another and to a universe of knowledge. An important distinction to make is that the Internet is not just another platform for disseminating the truth. It’s a platform for pursuing the truth, and the decentralized creation and distribution of ideas, in the same way that markets are a decentralized mechanism for the creation and distribution of goods and services. It’s a platform, in other words, for reason. But just as it is important to avoid romanticizing the printing press and the information ecosystem it created, it is also necessary to keep a clear-eyed view of the Internet’s problems and abuses. It is hard to imagine any human evil that is not somehow abundantly displayed somewhere on the Internet. Parents of young children are often horrified to learn what obscene, grotesque, and savage material is all too easily available to children whose Web-surfing habits are not supervised or electronically limited. For example, one study found that people are willing to spend significantly more for flight insurance that covers "death by terrorism" than for flight insurance that covers "death by any cause." Now, logically, flight insurance for death by any cause would cover terrorism in addition to a number of other potential problems. But something about the buzzword terrorism creates a vivid impression that generates excessive fear.

Dominance is not really a strategic policy or political philosophy at all. It is a seductive illusion that tempts the powerful to satiate their hunger for more power still by striking a Faustian bargain. And as always happens — sooner or later — to those who shake hands with the devil, they find out too late that what they have given up in the bargain is their soul.
