It has been a code of legislation that has gradually grown up, and is now looked to by the nations to assist in keeping the peace and preventing the catastrophe of a general war. Shall we be the first to roll back the tide of civilization, and thus practically go back to barbarism and the Middle Ages, by virtually repealing this international code by which we preserve the rights and interests of neutrality? I cannot but think that this House and the country, when they reflect on the facts of the case, will consider that if they in any way lend their sanction to such a retrograde policy, they would be unworthy of themselves, and would be guilty of a great crime against humanity.
