His acting presidency was not without controversy. When in April 1977, the then Union Home Minister, Charan Singh, took the debatable decision to dissolve the Assemblies of nine States, he declined to sign the order, and broke the tradition of the President accepting the advice of the Cabinet. Though he later signed the order, he took the stand that the Centre's action should not only be politically and constitutionally correct but also appear to be proper.

As President, he put signature to the order on promulgation of Emergence on 25 June 1975 – the most notable decision of the presidential term. This move was widely criticized by the opposition leaders who considered it a servile act, driven more by considerations of being seen as loyal to the Nehru-Gandhi family, rather than of genuine concern for the safety of the government.
Having been distressed by the performance of the hung Lok Sabhas and the instability caused by the coalition governments during his tenure, when three Prime Ministers changed their hands, he took an unprecedented stand by calling the conference of Governors as also leaders of some political parties to discuss this serious problem facing the nation which had weakened the democratic structure of the country. This action earned him a lot of controversy from different quarters. It was even doubted that he was doing so to earn a second term as President of India.

His tenure as President was a period of unparelled political turmoil and saw him swear in three governments led by Morarji Desai, Charan Singh and Indira Gandhi. He took historic decisions on a number of important issues. By virtue of his long years in public life and close association with leaders from all sections of opinion, he was able to be a steady hand at the wheel of state. His wisdom, friendliness and accessibility endeared him to people belonging to all walks of life. He lent distinction to the highest office of the land by his idealism and patriotism.
He continued in the council of Minister till July 1974 and resigned as he was proposed for the office of the President of India. He was the second person who had been selected by the Party High Command, particularly Indira Gandhi, for the August Office. This was the highest example of national integration and communal harmony of the Indian Democracy.
He was not a weak president and he did indulge in politics. He cautioned Prime Minister Morarji Desai on appointment of V.Shankar as principal secretary, Further, he vetoed the outgoing Prime Minister Morarji Desai’s proposal for a broadcast to the nation after his resignation from the post. He also warned the caretaker Charan Singh government not to take any major policy decision.
The most vital point on which the difference between the Prime Minister and the First President of India, came to surface in a very big way was the passage of Hindu Code Bill. Before the Hindu Code Bill was to be discussed in the Parliament he had made it clear to the Prime Minister Jawharlal Nehru, that he was not in favour of the Hindu Code Bill. He also told Nehru that the present cabinet had not been elected by the people; they had no right to pass the Hindu Code Bill without the consent of the people. There had been long correspondence between the President and the Prime Minister on this very vital point of grave public importance.
In a dramatic move, he withheld his consent to a Bill to amend the Indian Postal Act of 1898, saying that it was too sweeping in its scope. He felt that the Government wanted arbitrary powers to intercept postal communications indiscriminately. This created a big sensation and memories of Indira Gandhi's infamous Emergency were revived. Obviously, the President was hitting Rajiv Gandhi where it would hurt most.
In my opinion, the Union Government's decision to impose President's rule in UP is flawed. That some members of the House indulged in violence and unruly behaviour does not warrant the conclusion that the government of the state cannot be carried on in accordance with the provisions of the Constitution.
He was greatly admired for his dignity in word and deed as well as his iron will in taking decisions and implementing them. In 1964, he displayed high standards in public life by resigning as Chief Minister, following adverse remarks by the Supreme Court against the Government of Andhra Pradesh for not filing an affidavit in the Bus routes nationalisation case.
