An efficient telecommunications network is the foundation upon which an information society is built.

It is an honor to be nominated as Director of National Intelligence. A robust and responsible intelligence infrastructure is essential to our homeland security, and if confirmed I will ensure our national security decision-makers have every piece of information they need to protect the American people from the threats facing our nation. There is no higher priority than keeping America safe, and I will utilize every tool at my disposal to make that happen.

Information sharing and liaison arrangements, however, are indispensable to success in combating worldwide terrorism, narcotics trafficking and other such activities. By sharply curtailing the likelihood of leaks, a joint intelligence committee would encourage the executive branch to be more forthright with Congress and would help rebuild foreigners' trust in our intelligence community. Congressmen opposing such commendable results shoulder a heavy burden.

The real crucial link in the international exchange is the last three feet, which is bridged by personal contact, one person talking to another.

Today and every day, I am so grateful to the superb patriots who serve the United States intelligence community and counterterrorism communities. They never forget. Those dedicated women and men who tirelessly worked every single day to keep our country safe and to prevent future tragedies — it is thanks to their extraordinary persistence and skill that this operation was a success. They have made us all safer. And to those around the world who continue to seek to harm the United States, hear me now: We will always remain vigilant, and we will act. And we will always do what is necessary to ensure the safety and security of Americans at home and around the globe. Today, we remember the lost. We commit ourselves to the safety of the living. And we pledge that we shall never waver from defending our nation and its people. Thank you, all. And may God protect our troops and all those who serve in harm’s way. We will never — we will never give up.

We need intelligence services to fight against terrorism, but they have to respect the principles of good relationships between allies and protect personal, confidential data.

We will defend the American homeland by strengthening our intelligence community – focusing on human intelligence and the early detection of terrorist operations both here and abroad. And when direct threats to America are discovered, I know that the best defense can be a strong and swift offense – including the use of Special Operations Forces and long-range strike capabilities.

Controlling the leakage of information is always the key to success in counterintelligence.

Where the stakes are the highest, in the war on terror, we cannot possibly succeed without extraordinary international cooperation. Effective international police actions require the highest degree of intelligence sharing, planning and collaborative enforcement.

We Need a Strong Internet in Our Daily Life.

The concept of resilience is an important component of our security, as well as a key factor in protecting democracy.

I have firmly believed since Desert Shield that it is necessary for the strength of our democracy that the military and the press corps maintain a strong, mutually-respectful and enabling relationship. This continues to be problematic for our country, especially during times of war.

In many ways, communications networks are like road systems: their purpose is to move traffic quickly from one place to another with minimum congestion. They therefore present similar problems to their designers. Speed is important, of course, and so is safety, which means essentially the same in communications as it does on highways: what arrives at a destination should bear as close a resemblance as possible to whatever left the departure point.
