It is our purpose in our intercourse with foreign powers to rely not on the strength of our fleets and our armies but on the justice of our cause. For these reasons our country has not wished to maintain huge military forces. It has been convinced that it could better serve itself and better serve humanity by using its resources for other purposes.

Are fleets and armies necessary to a work of love and reconciliation? Have we shown ourselves so unwilling to be reconciled that force must be called in to win back our love? Let us not deceive ourselves, sir. These are the implements of war and subjugation; the last arguments to which kings resort.

It is understood that a defensive fleet does not merely serve to protect the interests of the traders of our great commercial cities, but that it is also needed, and bitterly needed, for the protection of the industry of our entire people and their success in the world.

What you must do is to avoid the outbreak of war; do not tempt nations to become your adversaries. The best, indeed, the only means to this end are solid frontiers and an excellent army.

A country of our size, with its focus on exports and thus reliance on foreign trade, must be aware that … military deployments are necessary in an emergency to protect our interests -- for example when it comes to trade routes, for example when it comes to preventing regional instabilities that could negatively influence our trade, jobs and incomes.

That the navy is maintained at its present level for the purpose of protecting our sea-borne traffic and safeguarding our property in foreign lands, far more than for the purpose of keeping our shores from being invaded and our fellow citizens from being murdered, is an argument that runs like a crimson thread through the literature of armed preparedness.

...to protect our position in the Norwegian and Arctic areas by threatening the flank of enemy operations against the northern Norwegian areas, and by attacking White Sea convoys...to tie down enemy forces in the Atlantic, so that they cannot operate in the Mediterranean, the Indian Ocean or the Pacific.

Looting a conquered enemy enriches a few, impoverishes the nation and dishonors the entire army. Wars must be linked to battlefields. Do not carry them to innocent civilians. Honor their women, respect their religion, and protect their children and the infirm

Armies are necessary, before all things, for the defense of governments from their own oppressed and enslaved subjects.

Money expended in a fine navy, not only adds to our security and tends to prevent war in the future, but is very material aid to our commerce with foreign nations in the meantime. Money spent upon sea-coast defences is spent among our own people, and all goes back again among the people.

Whatever enables us to go to war, secures our peace

We do not need a large land force. The present size of our regular Army is entirely adequate, but it should continue to be supplemented by a National Guard and Reserves, and especially with the equipment and organization in our industries for furnishing supplies. When we turn to the sea the situation is different. We have not only a long coast line, distant outlying possessions, a foreign commerce unsurpassed in importance, and foreign investments unsurpassed in amount, the number of our people and value of our treasure to be protected, but we are also bound by international treaty to defend the Panama Canal. Having few fuelling stations, we require ships of large tonnage, and, having scarcely any merchant vessels capable of mounting five- or six-inch guns, it is obvious that, based on positions, we are entitled to a larger number of warships than a nation having these advantages.

America is a maritime nation: its security, resilience, and economic prosperity are fundamentally linked to the world’s oceans. Our naval forces serve to deter and defeat adversaries, strengthen alliances, deny enemies sanctuary, and project global influence. The amphibious and expeditionary components of our naval force allow us to operate with assurance in the world’s littoral areas. The Marine Corps and the Navy are prepared to arrive swiftly from the sea and project influence and power when needed. Operating from the sea, we impose significantly less political burden on our partners and allies, while providing options to our nation’s leaders. We remain committed to the mission of assuring access for our nation’s forces and its partners. Forward deployed naval forces enable our nation to rapidly respond to crises throughout the world. The ability to engage with partnered nations, through highly trained and self-sustaining forces, maximizes America’s effectiveness as a military power.
