The Hindu was taxed to the extent of half the produce of his land, and had to pay duties on all his buffaloes, goats, and other milk-cattle. The taxes were to be levied equally on rich and poor, at so much per acre, so much per animal. Any collectors or officers taking bribes were summarily dismissed and heavily punished with sticks, pincers, the rack, imprisonment and chains. The new rules were strictly carried out, so that one revenue officer would string together 20 Hindu notables and enforce payment by blows. No gold or silver, not even the betelnut, so cheering and stimulative to pleasure, was to be seen in a Hindu house, and the wives of the impoverished native officials were reduced to taking service in Muslim families. Revenue officers came to be regarded as more deadly than the plague; and to be a government clerk was disgrace worse than death, in so much that no Hindu would marry his daughter to such a man. ... [These edicts] were so strictly carried out that the chaukidars and khuts and muqad-dims were not able to ride on horseback, to find weapon, to wear fine clothes, or to indulge in betel. . .... The Sultan then asked, "How are Hindus designated in the law, as payers of tributes or givers of tribute? The Kazi replied, "They are called payers of tribute, and when the revenue officer demands silver from them, they should tender gold. If the officer throws dirt into their mouths, they must without reluctance open their mouths to receive it. By doing so they show their respect for the officer. The due subordination of the zimmi is exhibited in this humble payment and by this throwing of dirt in their mouths. The glorification of Islam is a duty, and contempt of the Religion is vain. God holds them in contempt, for he says, "keep them under in subjection". To keep the Hindus in abasement is especially a religious duty, because they are the most inveterate enemies of the Prophet, and because the Prophet has commanded us to slay them, plunder them, and make them captive, saying, 'Convert them to Islam or kill them, enslave them and spoil their wealth and property.' No doctor but the great doctor (Hanifa), to whose school we belong, has assented to the imposition of the jizya (poll tax) on Hindus. Doctors of other schools allow no other alternative but 'Death or Islam.'"

The story of how anti-­Hindu laws were enacted... is long. In summary form, it consists of 1) banishing Brahmins on pain of being made prisoners on the galleys; 2) confiscating the properties of those Hindus who sent their families to neighbouring lands for fear of conversion; 3) prohibiting the performance of Hindu rites and ceremonies; 4) banning Hindu priests and preachers from doing their religious duties; 5) compelling Hindus to attend church services and listen to Christian doctrines; 6) depriving Hindus of their traditional rights and privileges in village communities; 7) forcing the baptism of Hindu orphans; and 8) ordering Hindus not to ride on horseback or in palanquins. The laws were so designed as to humiliate the Hindus in every conceivable manner... Missionary records, however, refer to many famous Hindu temples being converted into churches at these places... Even private temples in Hindu homes were prohibited and “transgressors” were severely punished...

Aurangzeb seemed to have followed a threefold policy with regard to the high Hindu mansabdars. There was a general reduction in the number of Hindus holding high mansabs. Hindus were not appointed to high executive office, nor called upon to discharge responsible military duties. Usually the heads of various hereditary houses were not given the same status as had been held by their predecessors. The petty officials could expect to fare no better. Various orders were passed to break the monopoly of the Hindus in the routine jobs in the revenue department and in the clerical establishment. There is a general order in the Kalimat-i-Ta'yyibat forbidding the employment of the Hindus, Then there is the order preserved in the Maasir-i-'Alamgiri and Muntakhih-id-Luhah forbidding the employment of the Hindus in the revenue department and as personal assistants to various executive heads. An attempt was made to enforce these orders.

The Hindus of this region had been victims of Muslim high-handedness for a long time, particularly in respect of their women. Murshid Qulî Khãn, the faujdãr of Mathura who died in 1638, was notorious for seizing “all their most beautiful women” and forcing them into his harem. “On the birthday of Krishna,” narrates Ma’sîr-ul-Umara, “a vast gathering of Hindu men and women takes place at Govardhan on the Jumna opposite Mathura. The Khan, painting his forehead and wearing dhoti like a Hindu, used to walk up and down in the crowd. Whenever he saw a woman whose beauty filled even the moon with envy, he snatched her away like a wolf pouncing upon a flock, and placing her in the boat which his men kept ready on the bank, he sped to Agra. The Hindu [for shame] never divulged what had happened to his daughter.” Another notorious faujdãr of Mathura was Abdu’n Nabî Khãn. He plundered the people unscrupulously and amassed great wealth. But his worst offence was the pulling down of the foremost Hindu temple in the heart of Mathura and building a Jãmi‘ Masjid on its site. This he did in AD 1660-61. Soon after, in 1665, Aurangzeb imposed a pilgrim tax on the Hindus. In 1668, he prohibited celebration of all Hindu festivals, particularly Holi and Diwali. The Jats who rightly regarded themselves as the defenders of Hindu hounour were no longer in a mood to take it lying.

Fireworks of all kinds were prohibited. It was laid down in the Faiawa-i-Alamgiri that the Hindus should not be allowed to look like Muslims. In furtherance of this it was ordered in 1694 that, except Rajputs and Marathas, no Hindus were to be allowed to ride an ‘Iraqi or Turani horse, an elephant, nor to use a palanquin. A Hindu disobeying this order in 1 694 in Multan had his horse and saddle confiscated. The deshmukh of Ahmadnagar was discovered in 1703 riding a palanquin and at once the imperial orders were enforced against him. It seems, thus, that the exception in favour of the Marathas was not always respected. In 1702 orders were given that the Muslim engravers be not allowed to engrave the names of Hindu gods and goddesses on the seals of the Hindus’ rings. The Maasir-i-Alamgiri assigns to the year 1693-94 the order prohibiting the carrying of arms in public by the Hindus.

The fathers of the Church forbade the Hindus under terrible penalties the use of their own sacred books, and prevented them from all exercise of their religion. They destroyed their temples, and so harassed and interfered with the people that they abandoned the city in large numbers, refusing to remain any longer in a place where they had no liberty, and were liable to imprisonment, torture and death if they worshipped after their own fashion the gods of their fathers.
