First, all Hindus and Muslims should accept one reality - that we are ethnically and culturally the same. No one from the Hindu-Muslim society must suffer German-Jew paradigm. Each and every Muslim of India emanates ancestorily from the gene, RBC, bone, blood and flesh of a Hindu. If there is something in Hindu dharma that hurts Muslims, I, as a Hindu leader, am ready to reform that.

If we go by the lessons of history we have to accept that the goal of Hindu-Muslim unity is a mirage. When Muslims first entered India, they looted the country, destroyed the temples, broke the idols, raped the women and heaped innumberable indignities on the people of this country. Today it appears that such noxious behaviour has entered the bone-marrow of Muslims. Unity can be achieved among equals. In view of the big gap between the cultural level of Hindus and Muslims which can hardly be bridged, I am of the view that Hindu-Muslim unity which could not be achieved during the last thousand years will not materialise during the ensuing thousand years. If we are to drive away the English people depending upon this elusive capital of Hindu-Muslim unity, I would rather advise its postponement.

In actual life, it is impossible to separate us into two nations. We are not two nations. Every Moslem will have a Hindu name if he goes back far enough in his family history. Every Moslem is merely a Hindu who has accepted Islam. That does not create nationality. … We in India have a common culture. In the North, Hindi and Urdu are understood by both Hindus and Moslems. In Madras, Hindus and Moslems speak Tamil, and in Bengal, they both speak Bengali and neither Hindi nor Urdu. When communal riots take place, they are always provoked by incidents over cows and by religious processions. That means that it is our superstitions that create the trouble and not our separate nationalities.

It is extremely difficult to appreciate why our Hindu friends fail to understand the real nature of Islam and Hinduism. They are not religions in the strict sense of the word, but are, in fact, different and distinct social orders, and it is a dream that the Hindus and Muslims can ever evolve a common nationality, and this misconception of one Indian nation has troubles and will lead India to destruction if we fail to revise our notions in time. They neither intermarry nor interdine together and, indeed, they belong to two different civilizations which are based mainly on conflicting ideas and conceptions. Their aspect on life and of life are different. It is quite clear that Hindus and Mussalmans (Muslims) derive their inspiration from different sources of history. They have different epics, different heroes, and different episodes. Very often the hero of one is a foe of the other and, likewise, their victories and defeats overlap. To yoke together two such nations under a single state, one as a numerical minority and the other as a majority, must lead to growing discontent and final destruction of any fabric that may be so built for the government of such a state.

Looking back on the history of these 30 years, one can well ask whether Hindu-Muslim unity has been realized? Whether efforts have not been made for its realization? And whether any efforts remain to be made? The history of the last 30 years shows that Hindu-Muslim unity has not been realized. On the contrary, there now exists the greatest disunity between them: that efforts—sincere and persistent—have been made to achieve it, and that nothing now remains to be done to achieve it except surrender by one party to the other. If anyone who is not in the habit of cultivating optimism where there is no justification for it, said that the pursuit of Hindu-Muslim unity is like a mirage and that the idea must now be given up, no one can have the courage to call him a pessimist or an impatient idealist. It is for the Hindus to say whether they will engage themselves in this vain pursuit in spite of the tragic end of all their past endeavours, or give up the pursuit of unity and try for a settlement on another basis.

The real explanation of this failure of Hindu-Muslim unity lies in the failure to realize that what stands between the Hindus and Muslims is not a mere matter of difference, and that this antagonism is not to be attributed to material causes. It is formed by causes which take their origin in historical, religious, cultural and social antipathy, of which political antipathy is only a reflection. These form one deep river of discontent which, being regularly fed by these sources, keeps on mounting to a head and overflowing its ordinary channels. Any current of water flowing from another source, however pure, when it joins it, instead of altering the colour or diluting its strength becomes lost in the main stream. The silt of this antagonism which this current has deposited, has become permanent and deep. So long as this silt keeps on accumulating and so long as this antagonism lasts, it is unnatural to expect this antipathy between Hindus and Muslims to give place to unity.

India, constituted as it is at the present moment, is not the name of one single country; nor the home of one single nation. It is, in fact, the designation of a State created for the first time in history, by the British. It includes peoples who have never previously formed part of India at any period in its history; but who have, on the other hand, from the dawn of history till the advent of the British, possessed and retained distinct nationalities of their own. In the five Northern Provinces of India, out of a total population of about forty millions, we, the Muslims, contribute about 30 millions. Our religion, culture, history, tradition, economic system, laws of inheritance, succession and marriage are basically and fundamentally different from those of the people living in the rest of India. The ideals which move our thirty million brethren-in-faith living in these provinces to make the highest sacrifices are fundamentally different from those which inspire the Hindus. These differences are not confined to the broad basic principles - far from it. They extend to the minutest details of our lives. We do not inter-dine; we do not inter-marry. Our national customs, calendars, even our diet and dress are different. It is preposterous to compare, as some superficial observers do, the differences between Muslims and Hindus with those between Roman Catholics and Protestants. Both the Catholics and Protestants are part and parcel of one religious system - Christianity; while the Hindus and Muslims are the followers of two essentially and fundamentally different religious systems. Religion in the case of Muslims and Hindus is not a matter of private opinion as it is in the case of Christians; but on the other hand constitutes a Civic Church which lays down a code of conduct to be observed by their adherents from birth to death. If we, the Muslims of , with our distinct marks of nationality, are deluded into the proposed Indian Federation by friends or foes, we are reduced to a minority of one to four. It is this which sounds the death-knell of the Muslim nation in India for ever. To realise the full magnitude of this impending catastrophe, let us remind you that we thirty millions constitute about one-tenth of whole Muslim world. The total area of the five units comprising PAKSTAN, which are our homelands, is four times that of Italy, three times that of Germany and twice that of France; and our population seven times that of the Commonwealth of Australia, four times that of the Dominion of Canada, twice that of Spain, and equal to France and Italy considered individually. These are facts - hard facts and realities - which we challenge anybody to contradict. It is on the basis of these facts that we make bold to assert without the least fear of contradiction that we, Muslims of PAKSTAN, do possess a separate and distinct nationality from the rest of India, where the Hindu nation lives and has every right to live. We, therefore, deserve and must demand the recognition of a separate national status by the grant of a separate Federal Constitution from the rest of India.

I have devoted most of my time during the last six months to the study of Muslim History and Muslim Law and I am inclined to think that Hindu-Muslim unity is neither possible not practicable… I do honestly and sincerely believe in the necessity and desirability of Hindi-Muslim unity. I am also fully prepared to trust the Muslim leaders, but what about the injunctions of the Koran and Hadis. The leaders cannot override them".

It may not be out of place here to refer to the attempts made in recent years by the leaders of the two great communities, the Hindu and the Muhammadan, for the promotion of good feeling and for the establishment of a Hindu Moslem unity. That, Sir, is a consummation devoutly to be wished. I for one am a firm believer in the growth of such a feeling. But, for the unity to be harmonious, it must be spontaneous and when such a unity does establish itself, we shall have no more of these regrettable occurrences. I appeal to you, Sir, whether actions of this kind, such as the wholesale destruction of life, the looting of property, the desecration of sacred temples, the cold- blooded murders of men, women and children and the trampling under foot of the cherished sentiments of the Hindus, whether there are calculated to secure that unity which we have so much at heart. I am sure a decided ‘no’ will be the answer from the responsible leaders of the Muhammadan community. Having regard to the present outbreak it is imperative therefore that responsible Muslim leaders should come forward boldly to denounce and condemn the action of these unruly Moplahs, take the initiative in the matter of giving relief to the sufferers and thus pave the way for a real unity among the two great communities ...

There is one point more which has been troubling me very much of late and one which I want you to think carefully and that is the question of Hindu-Mohamedan unity. I have devoted most of my time during the last six months to the study of Muslim history and Muslim Law and I am inclined to think, it is neither possible nor practicable. Assuming and admitting the sincerity of the Mohamedan leaders in the Non-cooperation movement, I think their religion provides an effective bar to anything of the kind. You remember the conversation, I reported to you in Calcutta, which I had with Hakim Ajmalkhan and Dr. Kitchlew. There is no finer Mohamedan in Hindustan than Hakimsaheb but can any other Muslim leader override the Quran? I can only hope that my reading of Islamic Law is incorrect, and nothing would relieve me more than to be convinced that it is so. But if it is right then it comes to this that although we can unite against the British we cannot do so to rule Hindustan on British lines, we cannot do so to rule Hindustan on democratic lines. What is then the remedy? I am not afraid of seven crores in Hindustan but I think the seven crores of Hindustan plus the armed hosts of Afghanistan, Central Asia, Arabia, Mesopotamia and Turkey will be irresistible. I do honestly and sincerely believe in the necessity or desirability of Hindu-Muslim unity. I am also fully prepared to trust the Muslim leaders, but what about the injunctions of the Quran and Hadis? The leaders cannot override them. Are we then doomed? I hope not. I hope learned mind and wise head will find some way out of this difficulty.

These our well-meaning but unthinking friends take their dreams for realities. That is why they are impatient of communal tangles and attribute them to communal organizations. But the solid fact is that the so-called communal questions are but a legacy handed down to us by centuries of a cultural, religious and national antagonism between the Hindus and the Moslems. When time is ripe you can solve them; but you cannot suppress them by merely refusing recognition of them. It is safer to diagnose and treat deep-seated disease than to ignore it. Let us bravely face unpleasant facts as they are. India cannot be assumed today to be a unitarian and homogeneous nation, but on the contrary there are two nations in the main; the Hindus and the Moslems, in India. And as it has happened in many countries under similar situation in the world the utmost that we can do under the circumstances is to form an Indian State in which none is allowed any special weightage of representation and none is paid an extra-price to buy his loyalty to the State. Mercenaries are paid and bought off, not sons of the Motherland to fight in her defence.

The Hindus have not the slightest affinity towards you, as they have towards Muslims. They consider Muslims closer than you. Hindus and Muslims are helpful to each other in local boards, in legislative councils, and in business. But is there a single instance of such sympathetic consideration shown towards you by the caste Hindus? On the contrary: they always cultivate hatred against you in their minds. What dreadful effects this hatred has produced, can be heard from those who have had occasion to go to the court for justice or to the police for help.
