The war continues. Russia is sending new forces to our land to continue to destroy us, to destroy Ukrainians. We must do more to stop the war! The first and most important thing is weapons. Freedom must be armed no worse than tyranny.

The war in Ukraine must stop — now. We need serious negotiations for peace, based on the principles of the United Nations Charter. This Council is charged with maintaining peace — and doing so in solidarity. I deeply regret the divisions that have prevented the Security Council from acting not only on Ukraine, but on other threats to peace and security around the world. I urge the Council to do everything in its power to end the war and to mitigate its impact, both on the suffering people of Ukraine, and on vulnerable people and developing countries around the world.

In the coming days, we will be consulting with Member States willing to champion the actions needed to carry forward the global emergency response that will be required for these looming crises. Make no mistake: everyday people, especially women and children, will bear the brunt of this unfolding tragedy. The war also shows how the global addiction to fossil fuels is placing energy security, climate action and the entire global economy at the mercy of geopolitics. Finally, further escalation of the war, whether by accident or design, threatens all of humanity. Raising the alert of Russian nuclear forces is a bone-chilling development. The prospect of nuclear conflict, once unthinkable, is now back within the realm of possibility. The security and safety of nuclear facilities must also be preserved. It’s time to stop the horror unleashed on the people of Ukraine and get on the path of diplomacy and peace. I have been in close contact with a number of countries – including China, France, Germany, India, Israel and Turkey – on mediation efforts to bring an end to this war. The appeals for peace must be heard. This tragedy must stop. It is never too late for diplomacy and dialogue. We need an immediate cessation of hostilities and serious negotiations based on the principles of the UN Charter and international law. We need peace. Peace for the people of Ukraine. Peace for the world. We need peace now.

Even though we are methodically destroying the weapons that are being delivered [to Ukraine], but the quantities in which the United States are sending them force us to come up with some global conclusions. Perhaps it’s time to acknowledge that maybe Russia’s special operation in Ukraine has come to an end, in a sense that a real war had started: WWIII. We’re forced to conduct the demilitarization not only of Ukraine, but of the entire NATO alliance.

To avoid further deaths and douse the fire of this civil war, Ukraine must cease to exist as a State. The government, law enforcement and the army which have stained themselves with crimes against humanity must be arrested and tried for their responsibility. NATO should be dissolved immediately, seeing as the bloc of nations comprising the Warsaw Pact hasn't existed for more than two decades. What's needed is a military intervention by the UN to disarm both sides involved in this war. The criminal Nazis of Kiev, their Washington collaborators and advisors should be brought before the International Court of Justice in Hague and judged with all the severity that the law allows. Only this way and only from that point on will true and coherent news start arriving from that scarred nation: only then will the world be able to breathe freely.

Here is the reality: None of us chose this war. Not the Ukrainians, who knew the crushing toll it would take. Not the United States, which warned that it was coming and worked to prevent it. Not the vast majority of countries at the United Nations. And neither did our people, or the people of virtually every UN member-state, who are feeling the war's consequences in greater food insecurity and higher energy prices. Nor did the Russian mothers and fathers whose children are being sent off to fight and die in this war, or the Russian citizens who continue to risk their freedom to protest against it, including those who came out into the streets of Moscow after President Putin announced his mobilization to chant, "Let our children live!" Indeed, it must be asked: How has this aggression against Ukraine by President Putin improved the lives or prospects of a single Russian citizen? One man chose this war. One man can end it. Because if Russia stops fighting, the war ends. If Ukraine stops fighting, Ukraine ends. That's why we will continue to support Ukraine as it defends itself, and strengthen its hand to achieve a diplomatic solution on just terms at a negotiating table. As President Zelenskyy has said repeatedly, diplomacy is the only way to end this war. But diplomacy cannot and must not be used as a cudgel to impose on Ukraine a settlement that cuts against the UN Charter, or rewards Russia for violating it.

It's time to stop a foreign policy which is essentially a marketing strategy for the weapons industry.

It is very important that the world sees: a fair and honest end to Russian aggression will benefit everyone in the world. Everyone! Liberating Ukrainian land from the occupiers means restoring full respect for international law and the UN Charter. Eliminating all threats created by Russia to Ukrainian and global security means returning peace to international relations and stability to global life.

Tragedies are outpacing life. The tyranny is outpacing the democracy. Russia needed less than one second to start the war. The world needed days to react with first sanctions. The time the free world uses to think is used by the terrorist state to kill. Ukraine and its allies have been resisting it for almost a year. This period proved all our prompt actions brought positive results: the opening of European borders for Ukrainians; the grain deal; the energy unity. Together they saved millions of lives, not only in Ukraine. It is not only Ukraine – but the whole world needs exactly this pace of decisions and actions. The world was hesitant in 2014 when Russia without hesitation occupied Crimea. The world was hesitant in 2022 when Russia without hesitation made the war full-scale. The world must not hesitate today and ever. When the evil seeks revanche, the world needs resolve and speed. Russia is exporting terror. Russia is spreading the strain of war across the world. Ukraine offers the world a Peace formula. Please.Ten steps that the world must make faster than Russia makes its new moves. Mobilization of the world must outpace the next military mobilization of our joint enemy. The supplying of Ukraine with air defense systems must outpace Russia’s next missile attacks. The supplies of Western tanks must outpace another invasion of Russian tanks. The restoration of security and peace in Ukraine must outpace Russia’s attack on security and peace in other countries. A tribunal for military crimes must prevent new ones. The expansion of NATO and the EU must outgo the spread of Russian aggression. We routinely defend values which some of the allies take for granted – as a fact of life. For us, the fact of life is the world in need of resolute and prompt steps.

When peace is threatened, it must be defended. The invader must be stopped. In Ukraine, there is a violent, destructive invasion of a defenceless population. Therefore, we must use all the tools that the situation calls for: diplomatic action, economic and financial sanctions against the invader. At the same time, we must help those under attack with relief measures and by strengthening their ability to defend themselves, including through military aid and the supply of weapons.

But just to end our military interventions in these places is not enough. We need to rethink the militaristic approach that has undermined the United States’ moral authority, caused allies to question our ability to lead, drained our tax coffers, and corroded our own democracy. We must never again engage in torture or indefinite detention, and we must limit the use of drone strikes that too often result in high numbers of civilian casualties, boosting the very terrorist organizations that we aim to defeat. And we must seriously reinvest in diplomacy and development aid, both of which have been allowed to atrophy under the current administration. Addressing issues like civil and religious tension, corruption, and lack of opportunity before these conditions give rise to conflict can eliminate the need to address them militarily in the future.

There are two facts that are burned into our minds. In the age in which we live war is as fatal for the victors as for the conquered. The second point is that another European war would be the end of Western civilisation as we know it. In these circumstances what can any Government do but what this Government is doing—struggle without ceasing to attain an agreement in Europe on the limitation of arms? At this moment many men's hearts are failing them because of the difficulties that lie ahead... Our duty is to leave no stone unturned to overcome these political difficulties and resume our work of working out, even at the eleventh hour, a convention for the limitation of armaments.

Mr. President, Mr. Secretary-General, my fellow delegates, to all those who dedicate themselves to the noble mission of this institution: Today, we call on Russia to stop its unprovoked, unjustified, unconscionable war. We call on Russia to respect the sovereignty and territorial integrity of Ukraine. We call on another neighbor of Ukraine, Belarus, who you just heard from, to stop supporting the war and stop allowing its territory to be used to facilitate this aggression. And today, we stand together in holding Russia accountable for its violations of international law, and to address the horrific human rights and humanitarian crisis unfolding before our very eyes.
