Ukraine is not a theater for the historical propaganda of others or a puzzle from which pieces can be removed. It is a major European country whose citizens have important cultural and economic ties with both the European Union and Russia.

You do understand, George, that Ukraine is not even a state. What is Ukraine? Part of its territories is Eastern Europe, but the greater part is a gift from us. (Ты же понимаешь, Джордж, что Украина — это даже не государство! Что такое Украина? Часть ее территорий — это Восточная Европа, а часть, и значительная, подарена нами!)

Ukraine is our strategic partner.

Don't you know that Ukraine is not even a real country? Part of it is really East European, and part is really Russian.

Ukraina is literally translated as “on the edge” or “borderland”, and that is exactly what it is. Flat, fertile, and fatally tempting to invaders, Ukraine was split between Russia and Poland from the mid-17th century to the end of the 18th, between Russia and Austria through the 19th, and between Russia, Poland, Czechoslovakia, and Romania between the two world wars. Until the Soviet Union collapsed in 1991 it had never been an independent state.

The key point to bear in mind is that Russia cannot be in Europe without Ukraine also being in Europe, whereas Ukraine can be in Europe without Russia being in Europe.

Ukraine is not Russia. Too many Ukrainians have tasted too much freedom for too long.

Ukraine actually never had stable traditions of real statehood.

Ukraine is an independent, sovereign state and will choose its own path to peace and security. . . . Such a conversation would be entirely appropriate and entirely possible. I certainly don’t see there being anything particularly tricky here, anything that need or that could cast a shadow over relations between Russia and Ukraine.

There are no Russian troops in Ukraine.

Ukraine is not an ideal country, nor will it be one for a long time to come. But we have the opportunity to introduce it to our standards. If we don't do that, Kiev will follow the Russian and the Belarusian model. Ukraine was strongly under Russia's influence for centuries, and its people experienced a very brutal form of communism.

“What does Ukraine look like?” In the allotted five minutes I tried to give an idea...it’s green and gently rolling, and dotted with medieval fortresses, romantically neglected baroque palaces and monasteries, and quiet, pretty towns and little cities, much like those of Austria or the Czech Republic. Kyiv itself is a grand Belle Époque metropolis with up-and-down cobbled streets and chestnut trees. There are funny little back alleys and courtyards full of coffee shops and art galleries, leafy parks with views over the sprawling river Dnipro, and an array of glorious churches, the grandest of them the 11th-century Saint Sophia Cathedral.

Ukraine is a very difficult country, very difficult for us. In its current state it is hostile towards us.

Ukraine must be reckoned with as a state and not viewed as a part of Russia. One simple thing must be understood: Ukraine will not do as is ordered by others, be this Russia or any other government. It will do what is in the interests of its people, just as any normal country. I would like to find solutions that will accommodate both Ukraine and other countries. I think these exist. They are not so complicated, we require only good will.
