My view is that this Government should move forward, but in order to move forward, there is a need for very serious thinking by the leadership on the situation in the country.

So for these and other reasons I believe it is time for the next Strategic Defence and Security Review to ask whether, over the coming decade, we should decisively increase the proportion of GDP we devote to defence

The Vice President mentioned my view of long-term for the military. I want to make sure the equipment for our military is the best it can possibly be, of course. But we have an opportunity — we have an opportunity to use our research and development capacities, the great technology of the United States, to make our military lighter, harder to find, more lethal. We have an opportunity, really, if you think about it, if we're smart and have got a strategic vision and a leader who understands strategic planning, to make sure that we change the terms of the battlefield of the future so we can keep the peace. This is a peaceful nation, and I intend to keep the peace. Spending money is one thing. But spending money without a strategic plan can oftentimes be wasted. First thing I'm going to do is ask the Secretary of Defense to develop a plan so we are making sure we're not spending our money on political projects, but on projects to make sure our soldiers are well-paid, well-housed, and have the best equipment in the world.

Moving to the forefront of advanced nations is not a choice but a national duty. This requires, among other things, erecting the best industrial property protection systems despite all challenges, particularly in the transition phase that we must endure.

We need a bold, new, positive vision for the future of our country – a vision of a country that works not for a privileged few but for every one of us.

Our country needs to go forward, not to go back. I promise to build a Somalia that is in harmony with itself and is in harmony with the world.

I know it's difficult to forget the past but I urge everyone here today to try and move the country forward.

If we stand still, we're going backwards. We've got to keep moving forward and appear to be moving forward.

The reality is we have to make sure that we have a military that’s prepared, but right now, we have more military spending than the next 10, 11, 12 countries combined, and we’ve got to start realizing that we can secure and protect ourselves, but also be responsible in the way that we do that," Booker said. And it’s not unpatriotic to say that we’re spending too much money. In fact, to me, that’s the patriotic thing to say.

For this country is moving and it must not stop. It cannot stop. For this is a time for courage and a time for challenge. Neither conformity nor complacency will do. Neither the fanatics nor the faint-hearted are needed. And our duty as a Party is not to our Party alone, but to the nation, and, indeed, to all mankind. Our duty is not merely the preservation of political power but the preservation of peace and freedom.

I am aware that these are the challenges before which many would back away, but we have to set big goals and to work diligently and with dedication in order to make such a step forward because of all of us and the generations to come. We are responsible towards them,just as our ancestors were responsible towards us. Dedication, decisiveness, openness andcourage are the values on which my work will be based and I invite you all to join me so that we could leave the remnants of the past where they belong – in the past. I am looking into the future because now is the moment when we can do the right things, with no delay, nowaiting and no excuses.

To look forward, to want life, means we have to be willing to look backwards and become more conscious of all those who have hurt us, all that is broken in us and that has brought us inner deaths, hurts that we may have hidden and stifled. It means that we acknowledge the story of our origins, of our own lives, see and accept our brokenness and the times we also have hurt others. When we have accepted who we are and what we need in order to grow in compassion and peacemaking, we can move forward to give life. To forgive is a gift of God that permits us to let go of our past hurts.

We move forward, but we must stay in the present.

We must remember not to dwell on the past, but to strive for a better future.
