Yet the American forces are distinctly the forces of peace. They are the guaranties of that order and tranquility in this part of the world, which is alike beneficial to us and all the other nations. Everyone knows that we covet no territory, we entertain no imperialistic designs, we harbor no enmity toward any other people. We seek no revenge, we nurse no grievances, we have inflicted no injuries, and we fear no enemies. Our ways are the ways of peace.

The Secretary of Defense will soon come before you with our detailed proposals for the coming year. He will have recommendations for further strengthening of our strategic forces and our conventional forces. He will have additional suggestions for achieving greater efficiency, and therefore greater economy. As you consider the state of our defenses and form your judgments as to our future course, I know that you will do so in the knowledge that today we Americans are responsible not only for our own security but, in concert with our Allies, for the security of the Free World. Upon our strength and our wisdom rests the future not only of our American way of life, but that of the whole society of free men. This is an awesome responsibility. So far, we have borne it well. As our strength rose--and largely as a consequence of that strength--we have been able to take encouraging steps toward peace. We have established an Arms Control and Disarmament Agency. We have signed a limited nuclear test ban agreement with the Soviet Union. We have, at the same time, met the challenge of force, unflinchingly, from Berlin to Cuba. In each case, the threat has receded and international tensions have diminished. In a world of 120 nations, there are still great dangers to be faced. As old threats are turned back, change and turmoil will present new ones. The vigilance and courage we have shown in the last twenty years must be sustained as far ahead as we can see. The defense of freedom remains our duty-twenty-four hours a day and every day of the year. We cannot know the future and what it holds. But all our experience of two centuries reminds us that--"To be prepared for war is one of the most effectual means of preserving peace."

America is the greatest force for good in the history of the world.

The world must remember that it was not simply international institutions — not just treaties and declarations — that brought stability to a post-World War II world. Whatever mistakes we have made, the plain fact is this: The United States of America has helped underwrite global security for more than six decades with the blood of our citizens and the strength of our arms. The service and sacrifice of our men and women in uniform has promoted peace and prosperity from Germany to Korea, and enabled democracy to take hold in places like the Balkans. We have borne this burden not because we seek to impose our will. We have done so out of enlightened self-interest — because we seek a better future for our children and grandchildren, and we believe that their lives will be better if others' children and grandchildren can live in freedom and prosperity. So yes, the instruments of war do have a role to play in preserving the peace. And yet this truth must coexist with another — that no matter how justified, war promises human tragedy. The soldier's courage and sacrifice is full of glory, expressing devotion to country, to cause, to comrades in arms. But war itself is never glorious, and we must never trumpet it as such.

We will defend our people and uphold our values through strength of arms and rule of law. We will show the courage to try and resolve our differences with other nations peacefully –- not because we are naïve about the dangers we face, but because engagement can more durably lift suspicion and fear. America will remain the anchor of strong alliances in every corner of the globe. And we will renew those institutions that extend our capacity to manage crisis abroad, for no one has a greater stake in a peaceful world than its most powerful nation. We will support democracy from Asia to Africa, from the Americas to the Middle East, because our interests and our conscience compel us to act on behalf of those who long for freedom. And we must be a source of hope to the poor, the sick, the marginalized, the victims of prejudice –- not out of mere charity, but because peace in our time requires the constant advance of those principles that our common creed describes: tolerance and opportunity, human dignity and justice.

I believe that the world is a safer and a better place when the United States is the strongest military power in the world.

Our fellow citizens have elected the next President of the United States. The Department will make a calm, orderly, and professional transition to the incoming Trump administration. As it always has, the U.S. military will stand ready to carry out the policy choices of its next Commander in Chief, and to obey all lawful orders from its civilian chain of command.
The U.S. military will continue, in the words of our Constitution, to "provide for the common Defence." The U.S. military will also continue to stand apart from the political arena; to stand guard over our republic with principle and professionalism; and to stand together with the valued allies and partners who deepen our security. America's Soldiers, Sailors, Airmen, Marines, and Guardians swear an oath to "support and defend the Constitution of the United States"—and that is precisely what you will continue to do.
You are not just any military. You are the United States military—the finest fighting force on Earth—and you will continue to defend our country, our Constitution, and the rights of all of our citizens.
I am deeply proud of all of you—of our dedicated civilian workforce, and of the brave American troops stationed at home and deployed around the world to keep our country safe and our republic secure.

America was a great force in the world, with immense prestige, long before we became a great military power. That power has come to us and we cannot renounce it, but neither can we afford to forget that the real constructive force in the world comes not from bombs, but from imaginative ideas, warm sympathies, and a generous spirit.

I know we can live up to our proud heritage as a nation of immigrants and reform our broken immigration system. We can create an earned pathway to citizenship and secure our border. And, America, we must also be steadfast in advancing our security and values abroad. As vice president, I have confronted threats to our security, negotiated with foreign leaders, strengthened our alliances, and engaged with our brave troops overseas. As commander in chief, I will ensure America always has the strongest, most lethal fighting force in the world. And I will fulfill our sacred obligation to care for our troops and their families, and I will always honor and never disparage their service and their sacrifice.

America’s Army is the best-trained, best-equipped land force on the planet. Our Navy is the largest and most lethal in the world. The precision of, and reach of, our Air Force is unmatched. Our Marines are the world’s only truly expeditionary force. We have the world’s finest Coast Guard. We have the most capable fighting force in history -- and we’re going to keep it that way.

America, our endless blessings bestow an enduring burden. But as Americans, we welcome our responsibility to lead. From Europe to Asia, from the far reaches of Africa to war-torn capitals of the Middle East, we stand for freedom, for justice, for dignity. These are values that have guided our nation since its founding. Tonight, I ask for your support in carrying that leadership forward. I do so as a Commander-in-Chief who could not be prouder of our men and women in uniform –- pilots who bravely fly in the face of danger above the Middle East, and servicemembers who support our partners on the ground. [...] And our own safety, our own security, depends upon our willingness to do what it takes to defend this nation and uphold the values that we stand for –- timeless ideals that will endure long after those who offer only hate and destruction have been vanquished from the Earth.

As you march into your future, have the vision to change and to prevent war from happening in the first place. By maintaining peace through the strength of the U.S. military, and the example of our values, it is up to you, today.

America must always be the world's paramount military power, but we can magnify our power through alliances.

The situation is perilous, uncertain, and extreme – but far from hopeless. The U.S. Armed Forces are a rock. This is the most competent and brilliantly led military in a tactical and operational sense that we have ever fielded.
