In appreciating the value of space activities to a developing nation, one should recognize some inherent problems. They arise from the glamour that is associated with space activities. There is a real danger that developing nations may adopt a space program largely for this glamour, devoting resources not through a recognition of the values of which we are talking about here, but from a desire to create a sham image nationally and internationally. International cooperation in space activities may stimulate this state of affairs.

There are some who question the relevance of space activities in a developing nation. To us, there is no ambiguity of purpose. We do not have the fantasy of competing with the economically advanced nations in the exploration of the Moon or the planets or manned space-flight. But we are convinced that if we are to play a meaningful role nationally, and in the community of nations, we must be second to none in the application of advanced technologies to the real problems of man and society, which we find in our country. And we should note that the application of sophisticated technologies and methods of analysis to our problems is not to be confused with embarking on grandiose schemes, whose primary impact is for show rather than for progress measured in hard economic and social terms.
I think space has tremendous implications on national security policy, on strategy, on force structure, and perhaps even the survivability of the free world. Perhaps I might be accused of overemphasising what I consider to be policy implications on national security matters and specifically on space. But I contend that during the past twenty years, the progress we have made from the military standpoint, has been more limited by our national policy than it has been by availability of technology, or our ability to manage. I think the policy has been very inhibiting not only in space, but has also created what I consider to be today's strategic imbalance between the U.S. and the Soviet Union. Just look back 20 years. At that time, we had unquestioned superiority. We were respected by both enemies and friends. We certainly were the leaders of the free world.
If NASA's budgeters could be convinced that there are riches on Mars, we would explode overnight to stand on the rim of the Martian abyss. We need space for reasons we have not as yet discovered, and I don't mean Tupperware. … NASA feels it has to justify everything it does in practical terms. And Tupperware was one of the many practical products that came out of space travel. NASA feels it has got to flimflam you to get you to spend money on space. That's B.S. We don't need that. Space travel is life-enhancing, and anything that's life-enhancing is worth doing. It makes you want to live forever.
Many Americans make the mistake of assuming that space research has no values here on earth. Nothing could be further from the truth. Just as the wartime development of radar gave us the transistor, and all that it made possible, so research in space medicine holds the promise of substantial benefit for those of us who are earthbound. For our effort in space is not as some have suggested, a competitor for the natural resources that we need to develop the earth. It is a working partner and a coproducer of these resources. And nothing makes this clearer than the fact that medicine in space is going to make our lives healthier and happier here on earth.
A word is necessary on the relationship between military need and scientific feasibility in space technology. In the long haul, our safety as a nation may depend upon our achieving “space superiority.” Several decades from now, the important battles may not be sea battles or air battles, but space battles, and we should be spending a certain fraction of our national resources to insure that we do not lag in obtaining space supremacy.
Since, in the long run, every planetary civilization will be endangered by impacts from space, every surviving civilization is obliged to become spacefaring — not because of exploratory or romantic zeal, but for the most practical reason imaginable: staying alive... If our long-term survival is at stake, we have a basic responsibility to our species to venture to other worlds.
Clearly our first task is to use the material wealth of space to solve the urgent problems we now face on Earth: to bring the poverty-stricken segments of the world up to a decent living standard, without recourse to war or punitive action against those already in material comfort; to provide for a maturing civilization the basic energy vital to its survival.
Without wanting to seem overly partisan, I would like simply to point out that the space program has by all standards become America's greatest generator of new ideas in science and technology. It is essentially an organization for opening new frontiers, physically and intellectually. Today we live in a different world because in 1958 Americans accepted the challenge of space and made the required national investment to meet it. Young people today are learning a new science, but even more importantly, they are viewing the earth and man's relationship to it quite differently — and I think perhaps more humanly — than we did fifteen years ago. The space program is the first large scientific and technological activity in history that offers to bring the people of all nations together instead of setting them further apart.
We set sail on this new sea because there is new knowledge to be gained, and new rights to be won, and they must be won and used for the progress of all people. For space science, like nuclear science and all technology, has no conscience of its own. Whether it will become a force for good or ill depends on man, and only if the United States occupies a position of pre-eminence can we help decide whether this new ocean will be a sea of peace or a new terrifying theater of war. I do not say that we should or will go unprotected against the hostile misuse of space any more than we go unprotected against the hostile use of land or sea, but I do say that space can be explored and mastered without feeding the fires of war, without repeating the mistakes that man has made in extending his writ around this globe of ours.
But history may well remember this as a week for an act of lesser immediate impact, and that is the decision by the United States and the Soviet Union to seek concrete agreements on the joint exploration of space. Experience has taught us that an agreement to negotiate does not always mean a negotiated agreement. But should such a joint effort be realized, its significance could well be tremendous for us all. In terms of space science, our combined knowledge and efforts can benefit the people of all the nations: joint weather satellites to provide more ample warnings against destructive storms--joint communications systems to draw the world more closely together--and cooperation in space medicine research and space tracking operations to speed the day when man will go to the moon and beyond. But the scientific gains from such a joint effort would offer, I believe, less realized returns than the gains for world peace. For a cooperative Soviet-American effort in space science and exploration would emphasize the interests that must unite us, rather than those that always divide us. It offers us an area in which the stale and sterile dogmas of the cold war could be literally left a quarter of a million miles behind. And it would remind us on both sides that knowledge, not hate, is the passkey to the future--that knowledge transcends national antagonisms--that it speaks a universal language--that it is the possession not of a single class, or of a single nation or a single ideology, but of all mankind.
I sympathize with my former colleagues in Houston who are spending ten years, perhaps forever, awaiting their flights into space. But this alone cannot justify the shuttle.<p>On the positive side, I believe that an unmanned space program emphasizing applications satellites and the exploration of the planets would be both economical and fundamental in our quest for knowledge. Such a program could be funded annually for between one and two billion dollars and thus free money and resources for more urgent priorities. Cooperating with the Soviet Union may reduce the costs further.
