If we are to encourage students of all kinds to take in interest in science, and use it for their own purposes, we need to show it as it really is.

That openness to new ideas, combined with the most rigorous, skeptical scrutiny of all ideas, sifts the wheat from the chaff. It makes no difference how smart, august, or beloved you are. You must prove your case in the face of determined, expert criticism. Diversity and debate are valued. Opinions are encouraged to contend–substantively and in depth.

A central lesson of science is that to understand complex issues (or even simple ones), we must try to free our minds of dogma and to guarantee the freedom to publish, to contradict, and to experiment. Arguments from authority are unacceptable. We are all fallible, even leaders. But however clear it is that criticism is necessary for progress, governments tend to resist.

Scientists, for their part, need to be far more engaged with current public debates. They “should not be afraid of making their voice heard when the debate wanders into their field of expertise, be it medicine or history. Silence isn’t neuatrality; it is supporting the status quo. Of course, it is extremely important to go on doing academic research and to publish the results in scientific journals that only a few experts read. But it is equally important to communicate the latest scientific theories to the general public through popular-science books, and even through the skilful use of art and fiction.

The need for general scientific understanding by the public has never been larger, and the penalty for scientific illiteracy never harsher… Lack of scientific fundamentals causes people to make foolish decisions about issues such as the toxicity of chemicals, the efficacy of medicines, the changes in the global climate.

Consider the social ramifications of fission and fusion power, supercomputers, data “highways,” abortion, radon, massive reductions in strategic weapons, addiction, government eavesdropping on the lives of its citizens, high-resolution TV, airline and airport safety, fetal tissue transplants, health costs, food additives, drugs to ameliorate mania or depression or schizophrenia, animal rights, superconductivity, morning-after pills, alleged hereditary antisocial predispositions, space stations, going to Mars, finding cures for AIDS and cancer. How can we affect national policy — or even make intelligent decisions in our own lives — if we don’t grasp the underlying issues? As I write, Congress is dissolving its own Office of Technology Assessment — the only organization specifically tasked to provide advice to the House and Senate on science and technology. Its competence and integrity over the years have been exemplary. Of the 535 members of the U.S. Congress, rarely in the twentieth century have as many as one percent had any significant background in science. The last scientifically literate President may have been Thomas Jefferson.* So how do Americans decide these matters? How do they instruct their representatives? Who in fact makes these decisions, and on what basis? —

My profession often gets bad press for a variety of sins, both actual and imagined: arrogance, venality, insensitivity to moral issues about the use of knowledge, pandering to sources of funding with insufficient worry about attendant degradation of values. As an advocate for science, I plead “mildly guilty now and then” to all these charges. Scientists are human beings subject to all the foibles and temptations of ordinary life. Some of us are moral rocks; others are reeds. I like to think (though I have no proof) that we are better, on average, than members of many other callings on a variety of issues central to the practice of good science: willingness to alter received opinion in the face of uncomfortable data, dedication to discovering and publicizing our best and most honest account of nature's factuality, judgment of colleagues on the might of their ideas rather than the power of their positions.

A lot of the things that have been accomplished in science have been accomplished on the basis of ignorance … in the sense that you import into the science people from outside. Because once you have an established science, it has got its high priests — the guys who know everything that will work or won't work. And they don't want to be bothered. So you have to have a challenge. And the great thing is that young people are ignorant, and we should catch them before they turn into the priesthood. So I think that science should have a much more daring approach.
