In a modern war, fought with modern weapons and on the modern scale, neither side can limit to “the enemy” the damage that it does. These wars damage the world. We know enough by now to know that you cannot damage a part of the world without damaging all of it. Modern war has not only made it impossible to kill “combatants” without killing “noncombatants,” it has made it impossible to damage your enemy without damaging yourself.

A great European war under modern conditions would be a catastrophe for which previous wars afforded no precedent. In old days nations could collect only portions of their men and resources at a time and dribble them out by degrees. Under modern conditions whole nations could be mobilized at once and their whole life-blood and resources poured out in a torrent. Instead of a few hundreds of thousands of men meeting each other in war, millions would now meet, and modern weapons would multiply manifold the power of destruction. The financial strain and the expenditure of wealth would be incredible. I thought this must be obvious to everyone else, as it seemed obvious to me; and that, if once it became apparent that we were on the edge, all the Great Powers would call a halt and recoil from the abyss.
So man's proneness to engage in war is still a fact. But wisdom born of experience should tell us that war is obsolete. There may have been a time when war served as a negative good by preventing the spread and growth of an evil force, but the destructive power of modern weapons eliminated even the possibility that war may serve as a negative good. If we assume that life is worth living and that man has a right to survive, then we must find an alternative to war. In a day when vehicles hurtle through outer space and guided ballistic missiles carve highways of death through the stratosphere, no nation can claim victory in war. A so-called limited war will leave little more than a calamitous legacy of human suffering, political turmoil, and spiritual disillusionment. A world war — God forbid! — will leave only smoldering ashes as a mute testimony of a human race whose folly led inexorably to ultimate death. So if modern man continues to flirt unhesitatingly with war, he will transform his earthly habitat into an inferno such as even the mind of Dante could not imagine.
Today, the picture is more black. War would riot only mean a threat to our independence, it may mean the end of civilisation and even of human life. There is a force loose in the world whose potentiality for evil no man truly knows. Even in practice and rehearsal for war the effects may well be building up into something of unknown horror.
It is in this way that a war is disastrous. If it does not kill, it transmits to some an energy alien to their own resources; to others it permits what the law forbids and accustoms them to short cuts. It artificially glorifies ingenuity, pity, daring. A whole younger generation believes itself to be sublime and collapses when it has to draw on itself for patriotism and fate.
Although it is commonly supposed that war making is the specific activity of nations, the blind rage that motivates war destroys the very social bonds that make nations possible. Of course, it can fortify the nationalism of a nation, producing a provisional coherence bolstered by war and enmity, but it also erodes the social relations that make politics possible. The power of destruction unleashed by war breaks social ties and produces anger, revenge, and distrust (“embitterment”) such that it becomes unclear whether reparation is possible, undermining not only those relations that may have been built in the past, but also the future possibility of peaceful coexistence.
wars are often the cause of further wars because they fuel deep hatreds, create situations of injustice and trample upon people's dignity and rights. There have been, from time to time, changes in the degree of destructiveness of weapons and of war. But with the advent of the nuclear age, we are faced with a change in degree that threatens to become one of kind. The deterrence of nuclear war, until such time as technology provides a more reliable and stable method, must, for the United States, be based upon the capability to prevail if deterrence should fail. But this must be combined with an effort to join with other nations in the creation of a just international order.
