It is quite true that partition far from proving to be a solution to the Muslim problem has only aggravated it. But it is simply not true that there was a happy solution waiting round the corner only if partition had been avoided. For the Muslims demanded parity as the price for remaining in a politically united India and surely this was an impossible demand.
[T]he opposition of fanatical Hinduism to partition did not and could not make any sense, for one of the forces that partitioned the country was precisely this Hindu fanaticism. It was like the murderer recoiling from his crime, after it had been done. Let there be no doubt about it. Those who have shouted loudest about , the present and its predecessors of the curiously un-Hindu spirit of Hinduism, have helped Britain and the Muslim League partition the country. They did nothing whatsoever to bring the Muslim close to the Hindu within a single nation. They did almost everything to estrange them from each other. Such estrangement is the root cause of partition. Indeed, no amount of history rewriting can alter the fact that India was partitioned (over nearly a million dead bodies) under Muslim pressure, and that what was carved out of India was an Islamic state. And no amount of hermeneutics can interpret this as an act of loyalty towards India. From the viewpoint of pluralistic and democratic India, the 93% Muslim voters just before Independence who voted for the Muslim League wit its one-point programme of partitioning India and creating Pakistan, were effectively traitors.
I am sorry they are making a fetish of this Hindu-Muslim unity. It is no use ignoring facts; some day the Hindus may have to fight the Muslims and they must prepare for it. Hindu-Muslim unity should not mean the subjection of the Hindus. Every time the mildness of the Hindus has given way. The best solution would be to allow the Hindus to organize themselves and the Hindu-Muslim unity would take care of itself, it would automatically solve the problem.
The "fascist" aberration which Golwalkar made in the paragraph under discussion actually consists in accepting the Muslim-cum-British view of the Muslims' separate nationhood, and thinking through its implications for the status of Muslims in a Hindu state. To him (at least at the time of writing), the Muslims were indeed, in accordance with their own self-definition, a nation separate from the Hindu nation, and it logically followed that they could not be full citizens of a state constituted by and for the Hindu nation. Most Muslims supported the two-nation theory (the overwhelming majority of the Muslim electorate voted for the Muslim League in 1946, while no sizable section of the non-enfranchised lower-class Muslims expressed its opposition, on the contrary), so it was on their own premise that they could not be full citizens of a non-Islamic Indian state,-- unless they changed their attitude and chose to identify with India rather than with the Ummah.
Strange as it may appear, Mr. Savarkar and Mr. Jinnah, instead of being opposed to each other on the one nation versus two nations issue, are in complete agreement about it. Both agree, not only agree but insist, that there are two nations in India—one the Muslim nation and the other the Hindu nation. They differ only as regards the terms and conditions on which the two nations should live. Mr. Jinnah says India should be cut up into two, Pakistan and Hindustan, the Muslim nation to occupy Pakistan and the Hindu nation to occupy Hindustan. Mr. Savarkar on the other hand insists that, although there are two nations in India, India shall not be divided into two parts, one for Muslims and the other for the Hindus; that the two nations shall dwell in one country and shall live under the mantle of one single constitution; that the constitution shall be such that the Hindu nation will be enabled to occupy a predominant position that is due to it and the Muslim nation made to live in the position of subordinate co-operation with the Hindu nation.
India, constituted as it is at the present moment, is not the name of one single country; nor the home of one single nation. It is, in fact, the designation of a State created for the first time in history, by the British. It includes peoples who have never previously formed part of India at any period in its history; but who have, on the other hand, from the dawn of history till the advent of the British, possessed and retained distinct nationalities of their own. In the five Northern Provinces of India, out of a total population of about forty millions, we, the Muslims, contribute about 30 millions. Our religion, culture, history, tradition, economic system, laws of inheritance, succession and marriage are basically and fundamentally different from those of the people living in the rest of India. The ideals which move our thirty million brethren-in-faith living in these provinces to make the highest sacrifices are fundamentally different from those which inspire the Hindus. These differences are not confined to the broad basic principles - far from it. They extend to the minutest details of our lives. We do not inter-dine; we do not inter-marry. Our national customs, calendars, even our diet and dress are different. It is preposterous to compare, as some superficial observers do, the differences between Muslims and Hindus with those between Roman Catholics and Protestants. Both the Catholics and Protestants are part and parcel of one religious system - Christianity; while the Hindus and Muslims are the followers of two essentially and fundamentally different religious systems. Religion in the case of Muslims and Hindus is not a matter of private opinion as it is in the case of Christians; but on the other hand constitutes a Civic Church which lays down a code of conduct to be observed by their adherents from birth to death. If we, the Muslims of , with our distinct marks of nationality, are deluded into the proposed Indian Federation by friends or foes, we are reduced to a minority of one to four. It is this which sounds the death-knell of the Muslim nation in India for ever. To realise the full magnitude of this impending catastrophe, let us remind you that we thirty millions constitute about one-tenth of whole Muslim world. The total area of the five units comprising PAKSTAN, which are our homelands, is four times that of Italy, three times that of Germany and twice that of France; and our population seven times that of the Commonwealth of Australia, four times that of the Dominion of Canada, twice that of Spain, and equal to France and Italy considered individually. These are facts - hard facts and realities - which we challenge anybody to contradict. It is on the basis of these facts that we make bold to assert without the least fear of contradiction that we, Muslims of PAKSTAN, do possess a separate and distinct nationality from the rest of India, where the Hindu nation lives and has every right to live. We, therefore, deserve and must demand the recognition of a separate national status by the grant of a separate Federal Constitution from the rest of India.
The Muslim electorate massively voted for Partition in 1945, drove most Hindus from West Pakistan in 1945 and the same more gradually in East Pakistan or Bangladesh, but kept India as a joint account where Muslims were not only welcome but even enjoyed certain privileges.... In the last and only de facto referendum, the last election before independence, 87% of the Muslim electorate voted against India and in favour of the Muslim League and its programme: the Partition of India. While the Hindus voted for a multicultural India, the Muslims voted against India and against multiculturalism. That is a historical fact, and Meera Nanda cannot alter it.
The compulsions of India's vote-bank politics make it necessary to divide Hindu society into mutually antagonistic segments and, at the same time, to keep the Muslim vote-bank united. This can only be done by promoting the concept of a "composite" nation-hood. denying India's ancient Hindu Nationhood, and following a policy of "cynical 'secularism".

Our struggle is for the sake of Islam; f) Islam removes people from the slavery of people, but secularism makes the people slaves of Delhi. The on-going struggle against Indian rule in Kashmir is not an ordinary war, but, rather, a jihad; (g) I plead with the Afghan mujahidin to come forward to help liberate us from India and, by doing so, express their, bond of Islamic brotherhood and religious commitment; (h) In the light of the Quran, it has now become incumbent on the people of Pakistan to engage in jihad in Kashmir. In fact, participating in the Kashmir jijad is now a binding duty incumbent not just on the Pakistani Muslims but, rather, the entire worldwide Muslim ummah.
