We must encourage our own local manufacturers to meet the needs of their people locally as well as export to other nations to avoid recession.

Countries as well as families benefit from the ability to trade with one another. Trade allows countries to specialize in what they do best and to enjoy a greater variety of goods and services. The Japanese, as well as the French and the Egyptians and the Brazilians, are as much our partners in the world economy as they are our competitors.

We can start by reviving our traditional cash crops, exploiting our local raw materials and calling for partners, especially in areas where we have competitive advantage.

It is to the real advantage of every producer, every manufacturer and every merchant to cooperate in the improvement of working conditions, because the best customer of American industry is the well-paid worker.

We have an alliance that was forged more than a half century ago, and strengthened by shared interests and democratic values. Our people share ties of family, ties of culture, and ties of commerce. Our troops have served to protect Japan’s shores, and our citizens have found opportunity and friendship in Japan’s cities and towns.

On 9/11, having friends and allies made all the difference in the world. As we look at the pandemic and a possible second wave, the global economic collapse, the challenge that China and other authoritarian countries are presenting to our democracies, do we really want to face all this alone? Having retreated, are we going to return to our senses and re-establish and strengthen these alliances? That is a rhetorical question, but it’s an important one for Americans.

Members, you and I will work together in the months ahead on other issues: productive farm policy, a cleaner environment, broader home ownership, especially among minorities, and ways to encourage the good work of charities and faith-based groups. I ask you to join me on these important domestic issues in the same spirit of cooperation we've applied to our war against terrorism.

We should also channel our energy in the production of goods which we have the most competitive advantage over our neighbours.
