Being a democrat, I am opposed to all very drastic and sudden changes of society (in whatever direction) because they never in fact take place except by a particular technique. That technique involves the seizure of power by a small, highly disciplined group of people; the terror and the secret police follow, it would seem, automatically. I do not think any group good enough to have such power. They are men of like passions with ourselves. The secrecy and discipline of their organisation will have already inflamed in them that passion for the inner ring which I think at least as corrupting as avarice; and their high ideological pretensions will have lent all their passions the dangerous prestige of the Cause. Hence, in whatever direction the change is made, it is for me damned by its modus operandi. The worst of all public dangers is the committee of public safety. The character in That Hideous Strength whom the Professor never mentions is Miss Hardcastle, the chief of the secret police. She is the common factor in all revolutions; and, as she says, you won’t get anyone to do her job well unless they get some kick out of it.

All government, in its essence, is a conspiracy against the superior man: its one permanent object is to oppress him and cripple him. If it be aristocratic in organization, then it seeks to protect the man who is superior only in law against the man who is superior in fact; if it be democratic, then it seeks to protect the man who is inferior in every way against both. One of its primary functions is to regiment men by force, to make them as much alike as possible and as dependent upon one another as possible, to search out and combat originality among them. All it can see in an original idea is potential change, and hence an invasion of its prerogatives. The most dangerous man to any government is the man who is able to think things out for himself, without regard to the prevailing superstitions and taboos. Why, then, are the world's governments intent on controlling and regulating the Internet? Free speech is most threatening to authoritarian systems such as autocracies, militaries, the police and security services. Security services in principle exist for our protection but that is so only when they are accountable to the public for their considerable power. We are seeing a push by these agencies to move beyond the rule of law, to be accountable to no one but themselves. National security is becoming the new word of God to which all must submit in blind obedience. The decisions made, the liberties eroded, the crimes committed in the name of national security cannot be challenged because the information on which they are based remains secret.
And yet, in our rush to respond to a very real and novel set of threats, the risk of government overreach -- the possibility that we lose some of our core liberties in pursuit of security -- also became more pronounced. […] intelligence agencies cannot function without secrecy, which makes their work less subject to public debate. Yet there is an inevitable bias not only within the intelligence community, but among all of us who are responsible for national security, to collect more information about the world, not less. The majority of members of the institution under attack, the organs of vocal opinion, and at last the general public itself, are so mesmerised by this technique that they become the instruments of its success. They take up and re-echo the taunts and complaints of the attackers, until the terrified holders of authority, finding themselves apparently surrounded by accusers on all sides, abandon their posts and buy off the aggressors.
A sophisticated system of control that is confident of its power can permit a measure of dissidence. However, it watches its critics carefully, ready to overwhelm them, intimidate them, and even suppress them should they ever seriously threaten the system, or should the establishment, in a state of paranoia, think they do. If readers think I am exaggerating...they should read the volumes of reports on the FBI and the CIA published in 1975 by the Senate Select Committee on Government Operations.
