We were not prepared intellectually. Those of us in the national security field still carried the baggage of the Cold War. We thought in concepts of coalition warfare and the Warsaw Pact. When we thought of terrorism, we thought only of state-sponsored terrorism, which is why the immediate reaction of many in our government agencies after 9/11 was: Which state did it? Saddam, it must have been Saddam. We had failed to grasp, for a variety of reasons, the new phenomenon that had emerged in the world. This was not state-sponsored terrorism. This was religious war. .... This was the emergence of a transnational enemy driven by religious fervor and fanaticism. Our enemy is not terrorism. Our enemy is violent, Islamic fundamentalism.

September 11 had a profound impact on all of us. But after initially responding in an entirely appropriate way, the administration began to heighten and distort public fear of terrorism to create a political case for attacking Iraq. Despite the absence of proof, Iraq was said to be working hand in hand with al-Qaeda and to be on the verge of a nuclear weapons capability. Defeating Saddam was conflated with bringing war to the terrorists, even though it really meant diverting attention and resources from those who actually attacked us. When the president of the United States stood before the people of this nation and invited us to "imagine" a terrorist attack with a nuclear weapon, he was referring to terrorists who actually had no connection to Iraq. But because our nation had been subjected to the horrors of 9/11, when our president said "imagine with me this new fear," it was easy enough to bypass the reasoning process that might otherwise have led people to ask, "Wait a minute, Mr. President, where's your evidence?"

In his response, Foreign Minister Jack Straw said that September 11 had not come in response to any Western attack, and was itself in part responsible for the Iraq War. Straw seems unaware that according to the September 11 Commission report, al-Qaeda conceived 9/11 in some large part as a punishment on the US for supporting Ariel Sharon's iron fist policies toward the Palestinians. Bin Laden had wanted to move the operation up in response to Sharon's threatening visit to the Temple Mount, and again in response to the Israeli attack on the Jenin refugee camp, which left 4,000 persons homeless. Khalid Shaikh Muhammad argued in each case that the operation just was not ready. As for Straw's contention that September 11 caused the Iraq war, he should be reminded that Paul O'Neil reported that the very first Bush cabinet meeting he attended, in late January 2001, was "all about Iraq" and that the 9/11 Commission found no evidence for operational cooperation between Saddam's Iraq and al-Qaeda.

On September 11, 2001, in our time of grief, the American people came together. We offered our neighbors a hand, and we offered the wounded our blood. We reaffirmed our ties to each other, and our love of community and country. On that day, no matter where we came from, what God we prayed to, or what race or ethnicity we were, we were united as one American family. We were also united in our resolve to protect our nation and to bring those who committed this vicious attack to justice. We quickly learned that the 9/11 attacks were carried out by al Qaeda — an organization headed by Osama bin Laden, which had openly declared war on the United States and was committed to killing innocents in our country and around the globe. And so we went to war against al Qaeda to protect our citizens, our friends, and our allies.
My reactions to 9/11 were, from the start, different from everyone else's. As we watched on the office television, somebody said with horror, "I can't believe this is happening in Manhattan!" To which, I thought, why not? Many countries had, at some point in the previous 90 years, experienced the effects of aerial bombardment, sometimes from American forces. Why should we regard Americans as uniquely immune from such barbarity? The US, after all, had become the world's sole great power and it revelled in this status.
After the World Trade Center was bombed by Islamic fundamentalists in 1993, the country quickly chalked it up to a zany one-time attack and five minutes later decided we were all safe again. We weren't. We aren't now. They will strike again. Perhaps they will wait another eight years. But perhaps not. The enemy is in this country right now. And any terrorists who are not already here are free to immigrate.
We told you, right after it happened five years ago, that the deadly events of 9/11 were direct outpourings of divine retribution, the immediate visitation of God's wrath and vengeance and punishment for America's horrendous sodomite sins, that worse and more of it was on the way. We further told you that any politician, any political official, any preacher telling you differently as to the cause and interpretation of 9/11 is a dastardly lying false prophet, cowardly and mean, and headed for hell. Our enemies — whether Shiite or Sunni — are followers of a totalitarian ideology based on Islam, which tells them that Allah wishes to rule the world through them. Israel is a central front in this war. Among many other things, 9/11 was a failure of human understanding. It was a mean and nasty and bitter attack on the United States. But it was also about the failure of human beings to understand each other and to learn to love each other. It seems to me that lesson at that morning is something that we must carry with us every day.
DOBSON: Well, I certainly agree that many factions within Islam are very, very violent. I mean, how can we deny that? The war against the west and against Israel certainly didn't start with 9/11. For us, it began really in 1979 when the Iranians, you know, invaded the embassy there. And from that point on, they've been doing things like this, so there's a lot of violence within the Islamic faith.
About Suicide attacks; because the 9/11 bombers did suicide attacks, all sorts of theories came out like those about virgins in heaven. This bizarre thing happened where suicide attacks were equated with Islam. No one bothered researching the Tamil Tigers and the Japanese Kamikaze bombers. No one blamed religion when they carried out suicide attacks and rightly so because no religion teaches violence.
