As you know many people have dreamed dreams since the War ended. It's partly the fault of the British nation—and of the Americans; we can't exonerate them from blame either—that this idea of “representative government” has got into the heads of nations who haven't the smallest notion of what its basis must be. ... I doubt if you would find it written in any book on the British Constitution that the whole essence of British Parliamentary government lies in the intention to make the thing Work. But their idea is that the function of opposition is to stop the machine. Nothing easier of course, but hopeless.

Parliamentary government is simply a mild and disguised form of compulsion. We agree to try strength by counting heads instead of breaking heads, but the principle is exactly the same... The minority gives way not because it is convinced that it is wrong, but because it is convinced that it is a minority.

The basic principle of this government is the will of the people. A system was devised by its founders which seemed to insure the means of ascertaining that will and of enacting it into legislation and supporting it through the administration of the law. This was to be accomplished by electing men to make, and men to execute the laws, who, would represent in the laws so made and executed the will of the people. This was the establishment of a representative government, where every man had equal voice, equal rights, and equal responsibilities. Have we such a government today? Or is this country fast coming to be dominated by forces that threaten the true principle of representative government?

The small and imperfect mixture of representative government in England, impeded as it is by other branches, aristocratical and hereditary, shows yet the power of the representative principle towards improving the condition of man. With us, all the branches of the government are elective by the people themselves, except the judiciary, of whose science and qualifications they are not competent judges. Yet, even in that department, we call in a jury of the people to decide all controverted matters of fact, because to that investigation they are entirely competent, leaving thus as little as possible, merely the law of the case, to the decision of the judges. And true it is that the people, especially when moderately instructed, are the only safe, because the only honest, depositories of the public rights, and should therefore be introduced into the administration of them in every function to which they are sufficient; they will err sometimes and accidentally, but never designedly, and with a systematic and persevering purpose of overthrowing the free principles of the government. Hereditary bodies, on the contrary, always existing, always on the watch for their own aggrandizement, profit of every opportunity of advancing the privileges of their order, and encroaching on the rights of the people.

Built up by the middle classes to hold their own against royalty, sanctioning, and, at the same time strengthening, their sway over the workers, parliamentary rule is pre-eminently a middle-class rule. The upholders of this system have never seriously maintained that a parliament or a municipal council represent a nation or a city. The most intelligent among them know that this is impossible. The middle classes have simply used the parliamentary system to raise a protecting barrier against the pretensions of royalty, without giving the people liberty. But gradually, as the people become conscious of their real interests, and the variety of their interests is growing, the system can no longer work. Therefore democrats of all countries vainly imagine various palliatives. The Referendum is tried and found to be a failure; proportional representation is spoken of, the representation of minorities, and other parliamentary Utopias. In a word, they strive to find what is not to be found, and after each new experiment they are bound to recognize that it was a failure; so that confidence in Representative Government vanishes more and more.

The representative system diffuses such a body of knowledge throughout a nation, on the subject of government, as to explode ignorance and preclude imposition. The craft of courts cannot be acted on that ground. There is no place for mystery; nowhere for it to begin. Those who are not in the representation, know as much of the nature of business as those who are. An affectation of mysterious importance would there be scouted. nations can have no secrets; and the secrets of courts, like those of individuals, are always their defects.

In the representative system, the reason for everything must publicly appear. Every man is a proprietor in government, and considers it a necessary part of his business to understand. It concerns his interest, because it affects his property. He examines the cost, and compares it with the advantages; and above all, he does not adopt the slavish custom of following what in other governments are called Leaders.

It can only be by blinding the understanding of man, and making him believe that government is some wonderful mysterious thing, that excessive revenues are obtained. Monarchy is well calculated to ensure this end. It is the popery of government; a thing kept up to amuse the ignorant, and quiet them into taxes.

The government of a free country, properly speaking, is not in the persons, but in the laws. The enacting of those requires no great expense; and when they are administered, the whole of civil government is performed - the rest is all court contrivance.

we cannot blame the British for saddling us with this system, though it is their ‘Mother of Parliaments’ our forefathers sought to emulate. First of all, the British had no intention of imparting democracy to Indians; second, Indians freely chose the parliamentary system themselves in a Constituent Assembly.

It is debate which holds government to account or, to put the matter less pompously, forces government to make sense – if it can. For hour after hour or, if the subject is legislation, in detailed debate after detailed debate, ministers have to prove, if they can, the truth and the common sense about what they are doing or proposing. An observer watching the behaviour and listening to the language of British politicians since 1972...would have been reasonably entitled to conclude that the British had become disenchanted with the unique form of government which continues to distinguish them from their continental contemporaries and had resolved to abandon parliamentary self-government under an unwritten constitution in order to be embraced by a single state – and that a unitary, not a federal state – comprising western Europe, the Iberian peninsula and Greece and live forever under treaties interpreted by the European Court. I am not the person best qualified to advise you whether that judgement would be premature, because my own obstinate refusal to countenance the abandonment of parliamentary self-government by the United Kingdom has resulted in my living the life of an Ishmael in British politics since 1972. I will therefore do no more than leave you with some cautionary words of a general character. Nations do tend to behave remarkably like themselves and to revert to past habits even after appearing to have departed from them for sometimes lengthy periods. The most reliable indication of a nation's future behaviour is its history. It would be an exaggeration no doubt, but a venial exaggeration, to say that the history of Britain is the history of British parliamentary self-government.

I believe the British government forms the best model the world ever produced, and such has been its progress in the minds of the many, that this truth gradually gains ground. This government has for its object public strength and individual security. It is said with us to be unattainable. All communities divide themselves into the few and the many. The first are the rich and well born, the other the mass of the people. The voice of the people has been said to be the voice of God; and however generally this maxim has been quoted and believed, it is not true in fact. The people are turbulent and changing; they seldom judge or determine right. Give therefore to the first class a distinct, permanent share in the government. They will check the unsteadiness of the second, and as they cannot receive any advantage by a change, they therefore will ever maintain good government. Can a democratic assembly, who annually revolve in the mass of the people, be supposed steadily to pursue the public good?
