The time when Russia could be kept out of the world's oceans has gone forever. We shall sail all the world's seas; no force on earth can prevent us.

Our present undisputed control of the sea was achieved primarily through the employment of naval air-sea forces in the destruction of Japanese and German sea power. It was consolidated by the subsequent reduction of these nations to their present impotence, in which the employment of naval air-sea forces against land objectives played a vital role. It can be perpetuated only through the maintenance of balanced naval forces of all categories adequate to our strategic needs (which include those of the non-totalitarian world), and which can flexibly adjust to new modes of air-sea warfare and which are alert to develop and employ new weapons and techniques as needed.

Every battle is won before it’s ever fought.

A war is completely unavoidable.

2. Absolute freedom of navigation upon the seas, outside territorial waters, alike in peace and in war.

Never before in the history of war had there been a more convincing example of the effectiveness of sea power than when a well-armed, highly efficient and undefeated army of over a million men surrendered their homeland unconditionally to the invader without even token resistance. True, the devastation already wrought by past bombings, as well as the terrible demonstration of power by the first atomic bombs, augured nothing less for the Japanese than total extinction; yet without sea power there would have been no possession of Saipan, Iwo Jima, and Okinawa from which to launch these bombings. True, the Japanese homeland might have been taken by assault in one final amphibious operation of tremendous magnitude, yet without sea power such an assault could not have been attempted.

He who controls the sea controls everything.

It is entirely clear that there is only one way in which great wars can be permanently prevented, and that is the establishment of an international government with a monopoly of serious armed force.

The navy and the powder-boat would be all-sufficient, and I rather liked the notion, as the expedition would be entirely a naval affair.
