To-day the most comprehensive system of social security ever introduced into any country would start in Britain. The four Acts—National Insurance, Industrial Injuries, National Assistance, and National Health Service—represented the main body of the army of social security... We cannot create a scheme which gives the nation a whole more than they put into it, and it is always the general level of production that settles our standard of material well-being.
