Madam President, I yield myself 4 minutes. Just to review for the membership exactly where we are, we will commence voting at 10 o'clock and the first vote will be on a school choice amendment by Senator Coats. Our position is in opposition to this. We addressed this issue in 1990. We had a good debate on this at the end of last week. We believe that scarce resources should not be utilized for private schools but should be focused on the public schools of this country. That position is supported overwhelmingly by the American people. Second, we will have a Grassley amendment to protect the parental role in surveys administered to children. I thank the Senator from Iowa. We support that amendment. We think it strengthens the Gephardt language which exists in current law.

L.A. Times: You voted against coverage of birth control, [against] forcing health insurance companies to cover birth control in the past. Is that, is that still your position?
John McCain: I'll look at my voting record on it, but … I don‘t recall the vote.
L.A.Times: [Your campaign advisor's] statement was that it was unfair that health insurance companies [are forced by the government to] cover Viagra but not birth control. Do you have an opinion on that?
John McCain: I don‘t know enough about it … I hadn‘t thought about it much.

Today, the Senate voted on a proposal to restrict women’s reproductive health. While I was unable to vote today, I would have opposed this bill. Important medical decisions should be made between a woman and her doctor, not politicians in Washington.

Then there will be the Jeffords amendment, which is a sense of the Senate that does not impose unfunded mandates, of which we are in strong support. Finally, there will be a Gorton amendment to the school-to-work legislation. The Senator from Washington would provide tax credits for the hiring of summer youth. We are in opposition to the Gorton amendment, and there will be a motion to table the amendment. We have tried to work this issue out. There may be changes in the Summer Youth Program, but this amendment would not really provide any kind of accountability, no assurance that at the end of the summer these young people would continue to work. We do not know how decisions would be made as to which companies would be able to get the approval of the young people. So we recommend tabling the Gorton amendment.

Finally, we shouldn’t let DeSantis co-opt positions on which Democrats have historical strength and a natural advantage: education, health care, jobs...As many liberals will quietly acknowledge, the Parental Rights in Education Act, which DeSantis signed last year and which opponents nicknamed the "Don’t Say Gay" law, has reasonable and legitimate attractions for a broad range of parents who worry about the focus, efficacy and age appropriateness of what their kids are learning in primary and secondary school. Democratic leadership should worry, too. Keeping quiet or pretending those concerns aren't real won't make them go away.

I support the freedom of parents to adopt circumcision for any religious or cultural ritual as desired. Actually have attended a brit milah myself and felt privileged to be there. Thanks Mikael. Always up to parents.

Republican policies must aim at the most destructive trend in the family disintegration: the undermining of parental authority through parental abdication and government usurpation. Notwithstanding Democratic rhetoric to the contrary, it is not uncompassionate and anti-family to mandate parental consent for all decisions made by minors in and out of school, and to refuse government aid to those who reject the traditional values of responsibility and accountability. While no government program can make people be good, policies should reward people when they are, and not subsidize them when they are not. For example, every level of government should statutorily and procedurally prefer married couples over cohabitators, homosexuals and fornicators. The cost of sin should fall on the sinner not the taxpayer. While such thinking may be attacked for lacking political realism in a changing world, it is imperative that government stand firm in support of traditional family values.

Other administration amendments to the Family Assistance Act make important changes. For example: Phasing out the special program for unemployed fathers, thus eliminating one of the most serious disincentives noted by the Senate Finance Committee; Limiting the welfare burden of the States by placing a ceiling on their financial obligations under the program; Strengthening the work requirement; and reducing areas of administrative discretion. Nowhere has the failure of government been more tragically apparent in past years than in its efforts to help the poor. The 91st Congress has an historic but rapidly vanishing opportunity to reverse that record by enacting the Family Assistance Act of 1970. Let there be no mistake about this administration's total commitment to passage of this legislative milestone this year.

As the primary step, therefore, to our advancement in all that has marked our progress in the past century, I suggest for your earnest consideration, and most earnestly recommend it, that a constitutional amendment be submitted to the legislatures of the several States for ratification, making it the duty of each of the several States to establish and forever maintain free public schools adequate to the education of all the children in the rudimentary branches within their respective limits, irrespective of sex, color, birthplace, or religions; forbidding the teaching in said schools of religious, atheistic, or pagan tenets; and prohibiting the granting of any school funds or school taxes, or any part thereof, either by legislative, municipal, or other authority, for the benefit or in aid, directly or indirectly, of any religious sect or denomination, or in aid or for the benefit of any other object of any nature or kind whatever.

The amendment would introduce harsher sentences for serious sexual offences against children overall. In my view, that is fully justified, for example in light of a child’s vulnerability, even if the act does not meet the threshold for rape.

He suggests that contraceptive substances be added to basic foods.... Should a couple wish to have a child, they'd go to special stores to procure their food. Every child a wanted child.

And so to the church's own holocaust – in Africa. Condoms can protect Africans from Aids. But who can protect them from Ratzinger? The Catholic church has long pursued a no-condoms policy.

On the other hand we don’t want our children being taught some rubbish about homosexual marriage being the same as normal marriage and that is why I am more than happy to support Section 28 ...
