We’re here because we believe that humanity can bridge our differences and make better choices, that we can see each other and listen to each other, and imagine each other’s hardships and pain, and that this better future is most likely to happen under democratic systems of government, democracies in which everyone’s dignity is recognized, where the rule of law and human rights are respected by everybody, where people have a voice in how they’re governed, where we all have a stake in maintaining the social order, and where we can disagree with each other, sometimes bitterly, without losing sight of the ties that bind us together. That’s why we’re here. That’s the work you’re doing. And if we’re right, that a renewed commitment to democracy is a key ingredient to solving all our other big challenges. And we have so much more work to do. Because right now, we’re up against a set of economic and technological and cultural trends that are sweeping across the globe, and they’re weakening people’s commitment to democratic values. And they are promoting violence, and domination. And they’re making us blind to each other. And they’re making us cynical about our capacity to work together and govern ourselves.

Unless the United States can demonstrate a sound and vigorous democratic life, a society which is not torn apart by friction and faction, an economy which is steadily growing-unless it can do all those things we cannot continue to bear the responsibilities of leadership which I think almost alone have prevented this world of ours from being overrun. The fact of the matter is that there are many things happening in the world which should serve to encourage us, as well as discourage us. [...] What we seek to advance, what we seek to develop in all of our colleges and universities, are educated men and women who can bear the burdens of responsible citizenship, who can make judgments about life as it is, and as it must be, and encourage the people to make those decisions which can bring not only prosperity and security, but happiness to the people of the United States and those who depend upon it.

A responsibility to help anchor our democracy—by cultivating norms and values essential to a free society and by ensuring the free flow of knowledge not only among students and faculty but to all citizens to enable them to make informed decisions.

What I had on my mind all the time was that diplomacy is to fulfill Japan's responsibility on the international stage and to bring benefits to the Japanese people. Our economy, agriculture, fisheries, security, medicine, infectious diseases and what not, international challenges are directly connected to domestic challenges. There are various differences of views within Japan on various matters, but bearing those differences in mind there are various issues on which Japan needs to cooperate on the international stage where Japan can make contributions. I really felt that overseas issues are directly connected to domestic challenges, and I have stated my views on the international stage while listening to the views of others.

No country is perfect, but we have to be honest, and strive to expand freedoms, to broaden democracy. The bottom line is that when citizens cannot exercise their rights, the world has a responsibility to speak out.

The world’s democracies need to defend and sustain their Enlightenment values. A global retreat from balancing power with legitimacy will cause the social contract to disintegrate both domestically and internationally.

In a democratic society we must live cooperatively, and serve the community in which we live, to the best of our ability. For our own success to be real, it must contribute to the success of others.

The international community is now faced with more complex and difficult challenges than ever imagined before: progress of the developing counties, alleviation of poverty, conservation of the global environment, nonproliferation of weapons of mass destruction, and the prevention and eradication of terrorism. In order to contribute to world peace, Japan will proactively fulfill its role as a responsible member of the international community, upholding its pledge not to engage in war and based on its experience as the only nation to have suffered from the atomic bombings and the path it has followed over the 60 years after war.

For some reason which escapes me, there seems to be a feeling now that we have a moral duty to interfere in foreign disputes, and tell other countries how they should govern themselves, especially if so-called democracy is thought to be in danger.

Any serious consideration of the world as it is around us today must tell us that maintaining common decency, much less peace and harmony, among living contemporaries is a major challenge, both among nations and within nations. To admit that we can do nothing about what happened among the dead is not to give up the struggle for a better world, but to concentrate our efforts where they have at least some hope of making things better for the living.
