We'll still need our armed forces and we'll take every necessary action to make America safe — but we'll gain that safety not by force of arms, but by who we are and what we represent. For we should be an America not puffed up by pride in our own power, but rather an America humbled by the recognition of our common humanity. We must make sure that globalization helps people around the world, raising living standards and improving the environment everywhere — rather than leading a race to the bottom.

Finally, it should be clear by now that a nation can be no stronger abroad than she is at home. Only an America which practices what it preaches about equal rights and social justice will be respected by those whose choice affects our future. Only an America which has fully educated its citizens is fully capable of tackling the complex problems and perceiving the hidden dangers of the world in which we live. And only an America which is growing and prospering economically can sustain the worldwide defenses of freedom, while demonstrating to all concerned the opportunities of our system and society.

We all have to recognize—no matter how great our strength—that we must deny ourselves the license to do always as we please. No one nation, no regional group, can or should expect any special privilege which harms any other nation. If any nation would keep security for itself, it must be ready and willing to share security with all. That is the price which each nation will have to pay for world peace.

And what a reasonable price that is!

First, America must have a strong defense. We must never forget that our national defense is about much more than the land within our borders. Just as we fought and conquered totalitarianism during World War Two — just as we fought and conquered communism during the Cold War — we are defending the idea of freedom itself.

Our allies are not paying their fair share... The countries we are defending must pay for the cost of this defense, and if not, the U.S. must be prepared to let these countries defend themselves. We have no choice.

So often, our Armed Forces and the Department of Defense staff are how the rest of the world encounters America. And you all know as well as anyone that our country is safer and stronger when we lead not just with the example of our power, but with the power of our example.

We must protect our borders from the ravages of other countries making our products, stealing our companies, and destroying our jobs. Protection will lead to great prosperity and strength. I will fight for you with every breath in my body, and I will never, ever let you down. America will start winning again, winning like never before. We will bring back our jobs. We will bring back our borders. We will bring back our wealth. And we will bring back our dreams. We will build new roads and highways and bridges and airports and tunnels and railways all across our wonderful Nation. We will get our people off of welfare and back to work, rebuilding our country with American hands and American labor. We will follow two simple rules: Buy American and hire American. We will seek friendship and good will with the nations of the world, but we do so with the understanding that it is the right of all nations to put their own interests first. We do not seek to impose our way of life on anyone, but rather to let it shine as an example—we will shine—for everyone to follow. We will reinforce old alliances and form new ones and unite the civilized world against radical Islamic terrorism, which we will eradicate completely from the face of the Earth. At the bedrock of our politics will be a total allegiance to the United States of America, and through our loyalty to our country, we will rediscover our loyalty to each other. When you open your heart to patriotism, there is no room for prejudice. The Bible tells us, "How good and pleasant it is when God's people live together in unity." We must speak our minds openly, debate our disagreements honestly, but always pursue solidarity. When America is united, America is totally unstoppable. There should be no fear: We are protected, and we will always be protected. We will be protected by the great men and women of our military and law enforcement, and most importantly, we will be protected by God.

The American people did not choose this fight. It came to our shores, and started with the senseless slaughter of our citizens. After nearly 10 years of service, struggle, and sacrifice, we know well the costs of war. These efforts weigh on me every time I, as Commander-in-Chief, have to sign a letter to a family that has lost a loved one, or look into the eyes of a service member who’s been gravely wounded. So Americans understand the costs of war. Yet as a country, we will never tolerate our security being threatened, nor stand idly by when our people have been killed. We will be relentless in defense of our citizens and our friends and allies. We will be true to the values that make us who we are. And on nights like this one, we can say to those families who have lost loved ones to al Qaeda’s terror: Justice has been done.

In the long history of the world, only a few generations have been granted the role of defending freedom in its hour of maximum danger. I do not shrink from this responsibility — I welcome it. I do not believe that any of us would exchange places with any other people or any other generation. The energy, the faith, the devotion which we bring to this endeavor will light our country and all who serve it — and the glow from that fire can truly light the world. And so, my fellow Americans: ask not what your country can do for you — ask what you can do for your country. My fellow citizens of the world: ask not what America will do for you, but what together we can do for the freedom of man.

America's policies toward the world have been carefully built through the years by the leaders of both parties. We will continue to follow this course because it has brought us a hopeful world. We are, and we will remain, the strongest nation on earth. We are, and we will always be, ready to defend freedom anywhere. Strength and courage are essential, but they are like the fuel in an airplane. You can't go without it. But neither will it take you where you want to go. For that you need a sense of direction, caution in the cockpit, and an experienced pilot. But strength is not enough. Other nations feared the might of Hitler, but they would not follow him. They will not associate themselves with us just because of our bombs or our missiles or our factories. We have learned that to deal with the world it must be seen in all of its fantastic complexities.

The United States would not be called upon to act as the policeman of the world. When it acts, it would act in conjunction with others. Incidentally, the combination of manpower from Eastern Europe with the technical capabilities of NATO would greatly enhance the military potential of the partnership because it would reduce the risk of body bags for NATO countries, which is the main constraint on their willingness to act. This is a viable alternative to the looming world disorder.

My hope is that our leaders will capitalize on our country's most admirable qualities. When people in other nations face a challenge or a problem, it would be good for them to look to Washington for assistance or as a sterling example. Our government should be known to be opposed to war, dedicated to the resolution of disputes by peaceful means and whenever possible, eager to accomplish this goal. We should be seen as the unswerving champion of human rights both among our own citizens and within the global community. America should be the focal point around which other nations can rally against threats to the quality of our common environment. We should be willing to lead by example in sharing our great wealth with those in need. Our own society should provide equal opportunity for all citizens and assure that they are provided the basic necessities of life. It would be no sacrifice in exemplifying these traits. Instead, our nation's well being would be enhanced by restoring the trust, admiration and friendship that our nation formerly enjoyed among other peoples. At the same time, all Americans could be united in a common commitment to revive and nourish the political and moral values that we have espoused and sought during the past 240 years.

We will defend our people and uphold our values through strength of arms and rule of law. We will show the courage to try and resolve our differences with other nations peacefully –- not because we are naïve about the dangers we face, but because engagement can more durably lift suspicion and fear. America will remain the anchor of strong alliances in every corner of the globe. And we will renew those institutions that extend our capacity to manage crisis abroad, for no one has a greater stake in a peaceful world than its most powerful nation. We will support democracy from Asia to Africa, from the Americas to the Middle East, because our interests and our conscience compel us to act on behalf of those who long for freedom. And we must be a source of hope to the poor, the sick, the marginalized, the victims of prejudice –- not out of mere charity, but because peace in our time requires the constant advance of those principles that our common creed describes: tolerance and opportunity, human dignity and justice.

Our government has a responsibility to defend our borders, but we must do so in a way that makes us safer and upholds all that is decent and exceptional about our nation.
