Racial ignorance is a prison from which there is no escape because there’re no doors. And there are old, old men, and old, old women running institutions, governments, homes all over the world who need to believe in their racism and need to have the victims of racism concentrate all their creative abilities on them. And they are very easily identified. They are the petulant ones who call themselves proud, and they are the disdainful ones who call themselves fastidious, and they are the mean-spirited ones who call themselves just. They thrive on the failures of those unlike them; they are the ones who measure their wealth by the desperation of the poor. They are the ones who know personal success only when they can identify deficiencies in other racial and ethnic groups. They are in prisons of their own construction: and their ignorance and their stunted emotional growth consistently boggle the mind.

Working with the recollections of everyday experiences of apartheid collected by the Apartheid Archives project, and drawing on the emerging theorization of ignorance in the critical philosophy of race, this article explores how an ‘ignorance contract’ – the tacit agreement to entertain ignorance – lies at the heart of a society structured in racial hierarchy. Unlike the conventional theorization of ignorance that regards ignorance as a matter of faulty individual cognition, or a collective absence of yet-to-be-acquired knowledge, ignorance is understood as a social achievement with strategic value.
The degree of ignorance cannot easily be expressed. We may say, for instance, that nearly two-thirds of them cannot read or write. This but partially expresses the fact. They are ignorant of the world about them, of modern economic organization, of the function of government, of individual worth and possibilities, — of nearly all those things which slavery in self-defence had to keep them from learning. Much that the white boy imbibes from his earliest social atmosphere forms the puzzling problems of the black boy’s mature years. America is not another word for Opportunity to all her sons.
