The belief that “market economics” will automatically deliver a replacement for fossil fuels is a type of magical thinking like that of the cargo cults of the South Pacific.
This age-old tendency of humans to believe in magical deliverance and to wish for happy outcomes has been aggravated by the very technological triumphs that the oil age brought into existence. Technology itself has become a… supernatural force, one that has demonstrably delivered all kinds of miracles within the memory of many people now living […]. There's no question that technology has prolonged life spans, relieved misery, and made everyday life luxurious for a substantial lucky minority. It cannot humble itself. It goes about its business as if it were immortal, with the single purpose of becoming a bigger pile of money.

And I think that will come as an enormous shock to our culture.

In the Long Emergency schooling will be required for fewer years, and children may have to work part of the day or part of the year. Because everything will be local, the ability to support education will depend on local economic conditions and the level of social stability, and there will be broad variation. Some localities may become so distressed that public school will cease to exist. The more fortunate localities will be those where small-scale agriculture is possible, but more intensive local agriculture by nonindustrial methods implies a much different division of labor, and older children may have to assume more responsibility and grow up faster. The romanticization of childhood may prove to have been one of the luxuries of the cheap-oil age. Basic schooling, in the formal sense, might not go beyond the equivalent of today’s eighth grade. Sorting of children into vocational or academic tracks will probably be based on self-evident social and economic status rather than any formal administrative system. Only a tiny minority of young people will be able to enjoy a college education. Vocational training is much more likely to occur in the context of a workplace rather than the school, as in the apprentice system.

Not to say that one would have to go back to a hunter-gatherer [or even a herbivore-insectivore] mode of existence in order to live on a solar budget. Pick any preindustrial culture you like, or pick the best or most relevant parts from any of them to get on with daily life, for instance, the habitations of Edo Japan, the division of labor of the Inca, the diet of the Florentines, the animal husbandry of Georgian England, the costumes of the Ming dynasty. Surely one could contrive life on a solar budget from these modes of daily endeavor and put together a satisfying existence that would amount to being civilized. Anyway, a great many of the useful inventions that made life comfortable and interesting were developed before we began using fossil fuels, quite a few of them in China alone. Add to that some additional knowledge that the human race has acquired since those historical periods, perhaps only the germ theory of disease, and you could enjoy a decent living standard.
Anyway, that’s a theory. History does run backward now and then, and the centers of civilization shift from one place to another, but we've never seen anything like what we face: the crash of a turbocharged cheap energy economy along with an ecological catastrophe perhaps beyond the biblical scale. History is also not symmetrical; you don’t necessarily go down the same way you came, recapitulating earlier arrangements in the same sequence backward. What we might get instead could be just a one-way ticket to Palookaville instead of getting to relive the sixteenth century.

Climate change, competition for water, and polluted water sources will also be exacerbated by failures in the electric grid caused by oil and gas supply disruptions. Even if water is available, localities may lack the power to push it through their treatment plants and municipal pipes.
