The army is the only order of men sufficiently united to concur in the same sentiments, and powerful enough to impose them on the rest of their fellow-citizens; but the temper of soldiers, habituated at once to violence and to slavery, renders them very unfit guardians of a legal, or even a civil constitution.

Standing armies are the oppressive instruments for governing the people, in the hands of hereditary and arbitrary monarchs. A military republic, a government founded on mock elections and supported only by the sword, is a movement indeed, but a retrograde and disastrous movement, from the regular and old-fashioned monarchical systems. If men would enjoy the blessings of republican government, they must govern themselves by reason, by mutual counsel and consultation, by a sense and feeling of general interest, and by the acquiescence of the minority in the will of the majority, properly expressed; and, above all, the military must be kept, according to the language of our Bill of Rights, in strict subordination to the civil authority.

[Standing armies] constantly threaten other nations with war by giving the appearance that they are prepared for it, which goads nations into competing with one another in the number of men under arms, and this practice knows no bounds. And since the costs related to maintaining peace will in this way finally become greater than those of a short war, standing armies are the cause of wars of aggression that are intended to end burdensome expenditures. Moreover, paying men to kill or be killed appears to use them as mere machines and tools in the hands of another (the nation), which is inconsistent with the rights of humanity.

Independent thinking is not encouraged in a professional Army. It is a form of mutiny. Obedience is the supreme virtue. Theirs not to reason why. Orders are to be carried out and not canvassed. Criticism is insubordination. The object of discipline is to accustom men to respond to a command instantly, by instant action, without thought of effect or consequence. There were many intelligent officers and men who knew that the orders given them during the War were utterly stupid and must have been given by Staffs who had no understanding of the conditions. But orders were orders. And with their men they went to a doom they foresaw was inevitable. Such an instinctive obedience to the word of command is essential to the efficiency of a body of men who have to face terror, death or mutilation in the discharge of their terrible duties. But a long course of mental subservience and suppression cramps the development and suppleness of the intellect. It makes "an officer and a gentleman" but it is not conducive to the building up of an alert, adaptable and resourceful leader of men.

That a well-regulated militia, composed of the body of the people, trained to arms, is the proper, natural, and safe defense of a free State; that standing armies, in time of peace, should be avoided, as dangerous to liberty; and that in all cases the military should be under strict subordination to, and governed by, the civil power.

The spirit and other moral qualities which animate an Army, a General, or Governments, public opinion in provinces in which a War is raging, the moral effect of a victory or of a defeat, are things which in themselves vary very much in their nature, and which also, according as they stand with regard to our object and our relations, may have an influence in different ways.

Although little or nothing can be said about these things in books, still they belong to the theory of the Art of War, as much as everything else which constitutes War. For I must here once more repeat that it is a miserable philosophy if, according to the old plan, we establish rules and principles wholly regardless of all moral forces, and then, as soon as these forces make their appearance, we begin to count exceptions which we thereby establish as it were theoretically, that is, make into rules; or if we resort to an appeal to genius, which is above all rules, thus giving out by implication, not only that rules were only made for fools, but also that they themselves are no better than folly.

Well, the issue of a standing UN army has been raised by many because, quite frankly, the way we operate today is like telling Ottawa that I know you need a fire station but we will build one when the fire breaks. We have no army. When the crisis breaks then we begin to put an army together. We go around to governments and begin asking for troops. The question with a standing UN army is that it raises issues of budget issues, legal issues, where do you place it, under what jurisdiction? And the big boys, big countries don't want it. The smaller countries are also nervous.
