Fear can keep you obedient, or the need to stay as free as you can.

It was when he saw the great walls looming above him that he began to run.
He ran as though to obey an order. And this was so, though he knew nothing of it. He ran in the acknowledgement of a law as old as the laws of his home, the law of flesh and blood. The law of longing. The law of change. The law of youth. The law that separates the generations, that draws the child from his mother, the boy from his father, the youth from both.
And it was the law of quest. The law that few obey for lack of valour. The craving of the young for the unknown and all that lies beyond the tenuous skyline.

It was during this period that he might have hearkened to the memories of the lair and the stream and run back to the Wild. But the memory of his mother held him...So he remained in his bondage waiting for her.

The fear of some divine and supreme powers keeps men in obedience.

But in those four minutes the boy before you has slipped through a door, hardly opened, into that great cage which never again quite lets a man go — the cage of the Law.

Children, Fear God; that is to say, have an holy awe upon your minds to avoid that which is evil, and a strict care to embrace and do that which is good.

There were rules in the monastery, but the Master always warned against the tyranny of the law. "Obedience keeps the rules," he would say. "Love knows when to break them."

But her will must be obeyed,

I am afraid and therefore unquestioningly obedient.

This idea is confirmed in Scripture; it is distinctly stated that one sole thing, fear of God, is the object of the whole Law with its affirmative and negative precepts, its promises and its historical examples, for it is said, "If thou wilt not observe to do all the words of this Law that are written in this book, that thou mayest fear this glorious and fearful name, the Lord thy God" (Deut. xxviii. 58) This is one of the two purposes of the Akedah (sacrifice or binding of Isaac).

"The fact that a man who goes his own way ends in ruin means nothing ... He must obey his own law, as if it were a daemon whispering to him of new and wonderful paths ... There are not a few who are called awake by the summons of the voice, whereupon they are at once set apart from the others, feeling themselves confronted with a problem about which the others know nothing. In most cases it is impossible to explain to the others what has happened, for any understanding is walled off by impenetrable prejudices. "You are no different from anybody else," they will chorus or, "there's no such thing," and even if there is such a thing, it is immediately branded as "morbid"...He is at once set apart and isolated, as he has resolved to obey the law that commands him from within. "His own law!" everybody will cry. But he knows better: it is the law...The only meaningful life is a life that strives for the individual realization — absolute and unconditional — of its own particular law ... To the extent that a man is untrue to the law of his being ... he has failed to realize his own life's meaning."

Cry, the beloved country, for the unborn child that's the inheritor of our fear. Let him not love the earth too deeply. Let him not laugh too gladly when the water runs through his fingers, nor stand too silent when the setting sun makes red the veld with fire. Let him not be too moved when the birds of his land are singing. Nor give too much of his heart to a mountain or a valley. For fear will rob him if he gives too much.

The rule of law is not an exception to rule by fear; it is the fulfillment of rule by fear.

5,6. The Moral Law causes the people to be in complete accord with their ruler, so that they will follow him regardless of their lives, undismayed by any danger.
