In the present situation, such an experiment would be doubly dangerous to the Russian Social Democracy. It stands on the eve of decisive battles against tsarism. It is about to enter, or has already entered, on a period of intensified creative activity, during which it will broaden (as is usual in a revolutionary period) its sphere of influence and will advance spontaneously by leaps and bounds. To attempt to bind the initiative of the party at this moment, to surround it with a network of barbed wire, is to render it incapable of accomplishing the tremendous task of the hour.

I expect that soon the failure of the attempts to transform Russia into a Socialist community by methods of dictatorship will become apparent to all. The failure of the Communist experiment in Russia, however, does not mean the downfall of the Bolshevik regime. The two things are not necessarily linked together. Nay, they are mutually exclusive. The same backwardness that makes Socialism in Russia at the present time impossible favors the strengthening of despotism once it has taken root.
The Social Democratic movement need have no fear in regard to the political activity of Trotsky. On the contrary, he is more likely to give the death blow to the Communist movement outside Russia and to induce the Communist workers to return to Social Democracy than to strengthen any Communist Party or to weaken the Social Democrats in any way.
If we assume the viewpoint claimed as his own by Lenin and we fear the influence of intellectuals in the proletarian movement, we can conceive of no greater danger to the Russian party than Lenin's plan of organization. Nothing will more surely enslave a young labor movement to an intellectual elite hungry for power than this bureaucratic straightjacket, which will immobilize the movement and turn it into an automaton manipulated by a Central Committee. On the other hand there is no more effective guarantee against opportunist intrigue and personal ambition than the independent revolutionary action of the proletariat, as a result of which the workers acquire the sense of political responsibility and self-reliance.
The danger is not only that politicians and private institutions with axes to grind will find tame or corruptible social scientists to support their positions. The greater danger which recent experiences both here and abroad, e.g., Lysenkoism in Russia, have revealed is that partisans primarily political in interest and intention either accidentally or deliberately infiltrate the ranks of science. In the case of the Lysenko episode, and comparable events in Nazi Germany, the disturbing realization to scientists was that the exile or death of those ejected from their academic positions followed what seemed initially to be severe technical criticism by fellow scientists, but was actually politically staged.
Too dangerous an experiment to risque. Not any reform proposed yet that did not appear to him highly hazardous. The least exceptionable that of Lord Chatham's "adding fifty Knights of the shire": but this, as well as the rest already proposed, not to be thought upon in such times as these, or perhaps, ever.
But what has been the experience of the Russian socialist movement up to now? The most important and fruitful changes in its tactical policy during the last ten years have not been the inventions of several leaders and even less so of any central organizational organs. They have always been the spontaneous product of the movement in ferment.
Each person’s private trouble cannot be solved by a social revolution, because revolutions are destabilizing and dangerous. We have learned to live together and organize our complex societies slowly and incrementally, over vast stretches of time, and we do not understand with sufficient exactitude why what we are doing works. Thus, altering our ways of social being carelessly in the name of some ideological shibboleth (diversity springs to mind) is likely to produce far more trouble than good, given the suffering that even small revolutions generally produce.
The Social Democrats were adamant that they did not want ‘a deformed socialism that creates a mass prison’: ‘we want to liberate, not oppress.’ The Stalinised Communists, since 1929 committed to their ‘social fascists’ line, were convinced that the ‘Nazis and Social Democrats stand on the foundation of capitalist private property and were slaves of capital and enemies of the workers… According to the Stalinist view that the most insidious enemy were immediately to the left – which had Stalin’s ( NKVD) imposing discipline on Trotskyites with a bullet to the head – leftist Social Democrats were the most dangerous of the ‘social fascists.’
