Planning is undoubtedly necessary to ensure progress. If Nations and Peoples are finding it difficult to fulfil their own Plans, then who is going to be so presumptuous as to plan for the whole world? In these times of Cold Wars and Bamboo and Iron Curtains do we suppose one Nation will sit idly by and let another take the initiative in this respect? Even suppose the impossible does occur do you think the other Nations will accept the Plan of another with whom they are outwardly in peaceful contact?

Planning is the design of a desired future and of effective ways of bringing it about. It is an instrument that is used by the wise, but not by the wise alone. When conducted by lesser men it often becomes an irrelevant ritual that produces short-run peace of mind, but not the future that is longed for.

Planning is essentially the analysis and measurement of materials and processes in advance of the event and the perfection of records so that we may know exactly where we are at any given moment. In short it is attempting to steer each operation and department by chart and compass and chronometer – not “by guess and by God”.

We can match every one of these blunders among our American planners. When they occur the critics point to the stupidity of the planners. But I think the fault lies rather in the fact that the mind of man, which is after all a very limited instrument, is utterly inadequate for comprehending the vast amount of data and all the innumerable conditions which would have to be grasped in order to make plans for a whole nation. It simply cannot be done. It is conceivable that it may be done in some half-bungling way in a society where an absolute dictator runs the show and has the means not only of enforcing complete compliance but of shutting off all criticism. It can never be done in a society of free men where criticism cannot be silenced and where compliance cannot be enforced.

Whatever people do in the market economy, is the execution of their own plans. In this sense every human action means planning. What those calling themselves planners advocate is not the substitution of planned action for letting things go. It is the substitution of the planner's own plan for the plans of his fellow-men. The planner is a potential dictator who wants to deprive all other people of the power to plan and act according to their own plans. He aims at one thing only: the exclusive absolute pre-eminence of his own plan.

If you fail to plan, you are planning to fail!

A goal without a plan is just a wish.

Failing to plan is planning to fail. Plan Each Day, Each Week, Each Semester. You can always change your plan, but only once you have one!

The real problem isn't planning. It's that we take our plans to be something they aren't. What we forget, or can't bear to confront, is that, in the words of the American meditation teacher Joseph Goldstein, "a plan is just a thought." We treat our plans as though they are a lasso, thrown from the present around the future, in order to bring it under our command. But all a plan is — all it could ever possibly be — is a present-moment statement of intent. It's an expression of your current thoughts about how you'd ideally like to deploy your modest influence over the future. The future, of course, is under no obligation to comply.

But now, by saying what his future was going to be like, he had created it. A plan is a real thing, and things projected are experienced. A plan once made and visualized becomes a along with other realities-never to be destroyed but easily to be attacked.

Development cannot be left to complete improvisation. It is necessary to plan the construction of the new society. Planning is one of the laws of socialism, and without it, socialism would not exist. Without correct planning there can be no adequate guarantee that all the various sectors of a country's economy will combine harmoniously to take the leaps forward that our epoch demands.

Plans must be made for men. We cannot think of making men, and binding nature to our designs.

What is called “planning” in political rhetoric is the government’s suppression of other people’s plans by superimposing on them a collective plan, created by third parties, armed with the power of government and exempted from paying the costs that these collective plans impose on others.
