We have to acknowledge that the empire is tottering towards its collapse. So what is empire? Empire is the expression of white supremacy beyond our borders. The whole nature of empire is to go into the Middle East — previously into Vietnam, Latin America, the Philippines and elsewhere — and steal natural resources and exploit cheap labor in the name of white supremacy. And of course, we have an American society built on chattel slavery and genocide against indigenous peoples. What empires traditionally do at the end is they engage in what historians call "micro-militarism".

Empires are synonymous with centralized — if occasionally schismatized — hierarchical power structures in which influence is restricted to an economically privileged class retaining its advantages through — usually — a judicious use of oppression and skilled manipulation of both the society’s information dissemination systems and its lesser — as a rule nominally independent — power systems. In short, it’s all about dominance.

The reality of empire rarely reaches the American public. The few atrocities that come to light are dismissed as isolated aberrations. The public is assured what has been uncovered will be investigated and will not take place again. The goals of empire, we are told by a subservient media and our ruling elites, are virtuous and noble. And the vast killing machine grinds forward, feeding, as it has always done, the swollen bank accounts of defense contractors and corporations that exploit natural resources and cheap labor around the globe.

Empire is a very stimulating account of globalisation, but it is hopelessly wrong on two central issues. The state has not withered away. Strong states still exist—USA, China, Germany, etc—but the difference with the past is that there is now only one Empire and this is not the nebulous entity imagined by Cultural Studies, but a real, living organism and it has a name; the United States of America.

The empire that rules the world today is both more and less than its British begetter. It has a much bigger economy, many more people, a much larger arsenal. But it is an empire that lacks the drive to export its capital, its people and its culture to those backward regions that need them most urgently and which, if they are neglected, will breed the greatest threats to its security. It is an empire, in short, that dare not speak its name. It is an empire in denial.

An empire can do a lot of damage as it flails deeper into quicksand. Wrapping ourselves in flags does not pull us free. Permanent war justifies permanent unquestioned dominance by military and industrial interests.

A great empire cannot bring freedom by its own decay to those corners in it where a subject people are prevented from discussing the fundamentals of life. The people feel like children turned adrift to fend for themselves when the imperial routine breaks down; and they wander to and fro, given up to instinctive fears and antagonisms and exaltation until reason dares to take control. I had come to Yugoslavia to see what history meant in flesh and blood. I learned now that it might follow, because an empire passed, that a world full of strong men and women and rich food and heady wine might nevertheless seem like a shadow-show: that a man of every excellence might sit by a fire warming his hands in the vain hope of casting out a chill that lived not in the flesh.

One thought alone preoccupies the submerged mind of Empire: how not to end, how not to die, how to prolong its era. By day it pursues its enemies. It is cunning and ruthless, it sends its bloodhounds everywhere. By night it feeds on images of disaster: the sack of cities, the rape of populations, pyramids of bones, acres of desolation.

White supremacy is more than just a set of ideas or prejudices. It is national oppression. Yet to most white people, the term conjures up images of the Nazis or Ku Klux Klan rather than the system of white skin privileges that really undergrids the Capitalist system in the U.S. Most white people, Anarchists included, believe in essence that Black people are "the same" as whites, and that we should just fight around "common issues" rather than deal with "racial matters," if they see any urgency in dealing with the matter at all. Some will not raise it in such a blunt fashion, they will say that "class issues should take precedence," but it means the same thing. They believe it's possible to put off the struggle against white supremacy until after the revolution, when in fact there will be no revolution if white supremacy is not attacked and defeated first. They won't win a revolution in the U.S. until they fight to improve the lot of Blacks and oppressed people who are being deprived of their democratic rights, as well as being super-exploited as workers.

Never sacrifice a subject interest—that is, the interest of a subject dependency or possession—to exclusively British interests. Do not force upon your dependencies a policy which may be distasteful or unsuitable to them, merely because it is advantageous to yourselves. The meaning of empire is not to impose on dependencies the will of the Mother Country or master power, but to effect a harmonious co-ordination of the interests of the whole.

Otherwise lacking internal support or external legitimacy, the US empire now banks on a pedigree of comprador intellectuals, homeless minds and guns for hire. All this to momentarily manufacture consent, to secure a selective memory, and to sustain a far more enduring collective amnesia that may perhaps serve immediate US imperial purposes well, but will ipso facto sustain its self-destructive force of building fictive sand castles near the factual waves of history. This empire will not last. No empire does. If empires lasted, the whole world would be speaking ancient Persian today. Native informers and the making of the American empire.

(theatrically) Do you realize, Dr. Seldon, that you are speaking of an Empire that has stood for twelve thousand years, through all the vicissitudes of the generations, and which has behind it the good wishes and love of a quadrillion human beings? A. I am aware both of the present status and the past history of the Empire. Without disrespect, I must claim a far better knowledge of it than any in this room. Q. And you predict its ruin? A. It is a prediction which is made by mathematics. I pass no moral judgements. Personally, I regret the prospect. Even if the Empire were admitted to be a bad thing (an admission I do not make), the state of anarchy which would follow its fall would be worse. It is that state of anarchy which my project is pledged to fight. The fall of Empire, gentlemen, is a massive thing, however, and not easily fought. It is dictated by a rising bureaucracy, a receding initiative, a freezing of caste, a damming of curiosity — a hundred other factors. It has been going on, as I have said, for centuries, and it is too majestic and massive a movement to stop.

Imperialist powers are blinded by tradition, prestige and self-interest, and vainly imagine that it is for the good of humanity that they should perpetuate their rule and continue to bear "the white man's burden." Their assumption of superiority and the contemptuous way in which they often treat the "natives" is humiliating and degrading.

When we speak of Empire, it is in no spirit of flag-wagging...we feel that in this great inheritance of ours, separated as it is by the seas, we have yet one home and one people...great as the material benefits are, we do not look primarily to them. I think deep down in all our hearts we look to the Empire as the means by which we may hope to see that increase of our race which we believe to be of such inestimable benefit to the world at large; the spread abroad of people to whom freedom and justice are as the breath of their nostrils, of people distinguished, as we would fain hope and believe, above all things, by an abiding sense of duty. If ever the day should come when an appeal to that sense of duty falls on deaf ears among our own kin, that day indeed would be the end of our country and of our Empire, to which you and I have dedicated our very lives.
