What is seldom discussed in the immigration debate, unfortunately, is the incentives the US government provides for people to enter the United States illegally. As we know well, when the government subsidizes something we get more of it. The government provides a myriad of federal welfare benefits to those who come to the US illegally, including food stamps and free medical care. Is this a way to discourage people from coming to the US illegally? [...] Immigration reform should start with improving our border protection, yet it was reported last week that the federal government has approved the recruitment of 120 of our best trained Border Patrol agents to go to Iraq to train Iraqis how to better defend their borders! This comes at a time when the National Guard troops participating in Operation Jump Start are being removed from border protection duties in Arizona, New Mexico, and Texas and preparing to deploy to Iraq and Afghanistan! It is an outrage and it will result in our borders being more vulnerable to illegal entry, including by terrorists.

Three, the government needs to leverage the credibility and trust enjoyed by many civil society organisations to get essential services to vulnerable populations who the state cannot reach easily, such as migrants, older people or people with disabilities.

I'm grateful for the contribution [private enterprise] made, but even in the early days of capitalism the government helped a great deal. The railroads got tremendous land grants, the steamship companies got subsidies—they still get subsidies–the airlines got subsidies; none of these great industries developed without some assistance from the government. The whole question here, Mike, the whole question is not are you opposed or are you in favor of government intervention into certain areas of our free society. The question is: Whenever people are either unable or unwilling to do what must be done to maintain the health and advance the well-being of the whole society, then government is the only instrument that the whole people have to look to to do that job. Now, I'm for limiting that; I'm for encouraging voluntary nongovernmental approaches. This is why I try to do everything I can at the collective bargaining table; this is why we fought on the Social Security front, on the pension front. But when you've got a problem like education or medical care for the aged that you can't solve on a nongovernmental basis, then the government must do the job.

The government is undoubtedly overwhelmed, but they are working to assist everyone. Some individuals have already received cash transfers and food. However, challenges remain with information dissemination about registration for aid. While we are not part of the task force, we are actively advocating for this

The federal government says to states, “You have to do certain things before we actually give you aid for roads and for different kinds of services. You know, you can’t discriminate. You can’t violate someone’s right.” We do it to states all the time. We need to do the same thing to foreign countries. We can’t sit back and just give it out freely without using it as leverage to promote peace and to promote true, real justice for all.

Our figures tend to be higher than those of the Ministry of Health, but as I mentioned earlier, it’s not just the soldiers. We serve soldiers, their families, and the surrounding communities. In fact, in many of our service areas, civilians make up the largest percentage of our clients. We often hear feedback from people who prefer the services provided by military facilities. In fact, we are performing exceptionally well in most of the programs we run.

Over the period covered by these data, a drastic change has occurred in the responsibilities undertaken by the state to provide assistance to the aged, unemployed and otherwise dependent. This change has had divergent results on the particular data under discussion. The availability of assistance from the state would clearly tend to reduce the need for private reserves and so to reduce private saving—it is equivalent, in terms of our hypothesis, to a reduction in the variance of transitory components.

There are programs to help badly distressed areas such as the Area Redevelopment Act, and the legislation now being prepared to help Appalachia. There are programs to help those without training find a place in today's complex society--such as the Manpower Development Training Act and the Vocational Education Act for youth. There are programs to protect those who are specially vulnerable to the ravages of poverty--hospital insurance for the elderly, protection for migrant farm workers, a food stamp program for the needy, coverage for millions not now protected by a minimum wage, new and expanded unemployment benefits for men out of work, a Housing and Community Development bill for those seeking decent homes. Finally there are programs which help the entire country, such as aid to education which, by raising the quality of schooling available to every American child, will give a new chance for knowledge to the children of the poor.

Veterans. With the authorization for general hospitalization of the veterans of all wars provided during the present year, the care and treatment of those who have served their country in time of peril and the attitude of the Government toward them is not now so much one of needed legislation as one of careful, generous and humane administration. It will ever be recognized that their welfare is of the first concern and always entitled to the most solicitous consideration oil the part of their fellow citizens. They are organized in various associations, of which the chief and most representative is the American Legion. Through its officers the Legion will present to the Congress numerous suggestions for legislation. They cover such a wide variety of subjects that it is impossible to discuss them within the scope of this message. With many of the proposals I join in hearty approval and commend them all to the sympathetic investigation and consideration of the Congress.

We had our domestic problems which resulted from the war. The chief of these was the care and relief of the afflicted veterans and their dependents. This was a tremendous task, on which about $3,000,000,000 has already been expended. No doubt there have been cases where the unworthy have secured aid, while the worthy have gone unrelieved. Some mistakes were inevitable, but our people and our Government have at all times been especially solicitous to discharge most faithfully this prime obligation. What is now being done is related to you in detail by General Hines, of the Veterans' Bureau, a public official of demonstrated merit, so that I shall not dwell upon it. During the past year, under the distinguished and efficient leadership of Commander Drain, the Legion itself has undertaken to provide an endowment fund of $5,000,000 to minister to the charitable requirements of their comrades. The response to this appeal has been most generous and the results appear most promising. The Government can do much, but it can never supply the personal relationship that comes from the ministrations of a private charity of that kind.

It's frustrating because they should first help the people on the border who are citizens the United States and who are suffering, who are at greater risk of having harm done to their property or harm done to them or to their families. It seems like if you cared about the American people, you would address that problem first, before you spend billions of dollars on Central American countries.

The American people should itself do these things for the immigrants. If we leave the immigrant to be helped by representatives of foreign governments, by foreign societies, by a press and institutions conducted in a foreign language and in the interest of foreign governments, and if we permit the immigrants to exist as alien groups, each group sundered from the rest of the citizens of the country, we shall store up for ourselves bitter trouble in the future.
