we look at which communities are actually at greatest risk from disasters and floods like this, historically, it’s been low-income communities and communities of color, communities that live in low-lying areas that are areas that are very prone to flooding. And it’s very difficult to get insurance, not just flood insurance, but regular insurance, because of redlining.
