Had political exigencies been less pressing, the opposition to government guardianship of Negroes less bitter, and the attachment to the slave system less strong, the social seer can well imagine a far better policy, — a permanent Freedmen’s Bureau, with a national system of Negro schools; a carefully supervised employment and labor office; a system of impartial protection before the regular courts; and such institutions for social betterment as savings-banks, land and building associations, and social settlements. All this vast expenditure of money and brains might have formed a great school of prospective citizenship, and solved in a way we have not yet solved the most perplexing and persistent of the Negro problems.

If integration is to be a reality, the Negro must struggle for it. And so the Negro must continue to work through legislation; he must continue to work to double the number of registered voters, so that he political climate can be changed; he must continue to work through the courts, and get the law clarified and the Constitution clear on this issue. Then even after working in these areas, he must understand that a court order can only declare rights; it can never thoroughly deliver them. And only when people themselves begin to act, are rights which are on thin paper given life blood. And so the Negro must supplement all that is done through legislation, through voting, and through the courts with non-violent direct action.

The Southern legislatures which Mr. Johnson authorized set up saw the need for action no less than Congress did. It was a menace to society itself that the negroes should thus of a sudden be set free and left without tutelage or restraint. Some stayed very quietly by their old masters and gave no trouble, but most yielded, as was to have been expected, to the novel impulses and excitement of freedom and made their way to the camps and cities, where the blue-coated soldiers were, and the agents of the Freedman’s Bureau.

In this sense the Negro problem is not only America's greatest failure but also America's incomparably great opportunity for the future. If America should follow its own deepest convictions, its well-being at home would be increased directly. At the same time America's prestige and power abroad would rise immensely.

Our Negro problem, therefore, is not of the Negro's making. No group in our population is less responsible for its existence. But every group is responsible for its continuance.... Both races need to understand that their rights and duties are mutual and equal and their interests in the common good are idential.... There is no help or healing in apparaising past responsibilities or in present apportioning of praise or blame. The past is of value only as it aids in understanding the present; and an understanding of the facts of the problem — a magnanimous understanding by both races — is the first step toward its solution.

The negro is improvident; will not lay up in summer for the wants of winter; will not accumulate in youth for the exigencies of age. He would become an insufferable burden to society. Society has the right to prevent this, and can only do so by subjecting him to domestic slavery.

The health of the white people requires that the negro cabin be kept clean; and the maintenance of chastity there is necessary for the protection of woman throughout the land. The need of making the black man more intelligent and conscientious has already been so far recognized by the South, that she has remodelled her entire school system for his benefit; and her desire to make him more valuable as a member of the community, cannot long permit him to be lynched or otherwise maltreated. Her memory of the misrule of the carpet-baggers will grow fainter; and she will finally be able to see that even the illiterate voter is not so dangerous a citizen in a republic as the man who has not this reason to interest himself in its welfare. The South may be much slower than we could wish in reaching these conclusions; but no others will be found permanently satisfactory to her; and it is by no means certain that her pace will be quickened by a display of federal bayonets.

For the Negro, therefore, intelligent guides of family planning are a profoundly important ingredient in his quest for security and a decent life. There are mountainous obstacles still separating Negroes from a normal existence. Yet one element in stabilizing his life would be an understanding of and easy access to the means to develop a family related in size to his community environment and to the income potential he can command. This is not to suggest that the Negro will solve all his problems through Planned Parenthood. His problems are far more complex, encompassing economic security, education, freedom from discrimination, decent housing and access to culture. Yet if family planning is sensible it can facilitate or at least not be an obstacle to the solution of the many profound problems that plague him.

For the future of the freed slaves we may well be concerned; but the future of the whole country, involving the future of the blacks, urges a paramount claim upon our anxiety. Effective benignity, like the Nile, is not narrow in its bounty, and true policy is always broad.

Though it is orthodox to think of America as the one country where it is unnecessary to have a past, what is a luxury for the nation as a whole becomes a prime social necessity for the Negro. For him, a group tradition must supply compensation for persecution, and pride of race the antidote for prejudice. History must restore what slavery took away, for it is the social damage of slavery that the present generations must repair and offset. So among the rising democratic millions we find the Negro thinking more collectively, more retrospectively than the rest, and apt out of the very pressure of the present to become the most enthusiastic antiquarian of them all.

One thing, it would seem, is certain. The days of treating Negroes like sheep are done with. They cannot be maintained indefinitely in a submerged position, because the overwhelming bulk of white Americans are, in the last analysis, decent minded, and because of education. It is impossible at this stage to halt education among Negroes. But the more you educate, the more you make inevitable a closer participation by Negroes in American life as a whole. In slightly different terms, this is the problem that the British Empire has faced in various colonial areas; once mass education gets under way the route to freedom becomes open, and the more you educate, the more impossible it becomes to block this road. The United States must either terminate education among Negroes, an impossibility, or prepare to accept the eventual consequences, that is, Negro equality under democracy. There will never be a "solution" to the Negro problem satisfactory to everybody. But improvements, no matter how fitful, must continue if American democracy itself is to survive. Discrimination not only contaminates the Negro community; it contaminates the white as well. There were people in the Middle Ages who thought that the bubonic plague would not spread to their own precious selves. But there is no immunity to certain types of disease. A cancer will destroy the body, unless cured.

Behind all the Great-Society-style /anti-poverty/education programs lurked all the old stereotypes: blacks as animalistic, criminal, sexual, violent, and above all, as time went on, as . The white s are always diagnosing the dysfunctions and prescribing a cure for the black family: high-rise housing projects, and standardized testing, wars on poverty or drugs, self-esteem seminars. A good portion of the African-American population was simply institutionalized or interned, in public housing complexes, in urban schools, and in one of the biggest prison systems the world has ever known. It all amounts to a sprawling race gulag in which people are both dependent and hedged about with restrictions.

Already a considerable sum is appropriated to give the negroes vocational training in agriculture. About half a million dollars is recommended for medical courses at Howard University to help contribute to the education of 500 colored doctors needed each year. On account of the integration of large numbers into industrial centers, it has been proposed that a commission be created, composed of members from both races, to formulate a better policy for mutual understanding and confidence. Such an effort is to be commended. Everyone would rejoice in the accomplishment of the results which it seeks. But it is well to recognize that these difficulties are to a large extent local problems which must be worked out by the mutual forbearance and human kindness of each community. Such a method gives much more promise of a real remedy than outside interference.
