The validity of usefulness, adequacy of popular standards can be tested only by research that violates them.

The success of science depends on an apparatus of democratic adjudication—anonymous peer review, open debate, the fact that a graduate student can criticize a tenured professor. These mechanisms are more or less explicitly designed to counter human self-deception. People always think they’re right, and powerful people will tend to use their authority to bolster their prestige and suppress inconvenient opposition. You try to set up the game of science so that the truth will out despite this ugly side of human nature.

Both science and democracy encourage unconventional opinions and vigorous debate. Both demand adequate reason, coherent argument, rigorous standards of evidence and honesty. Science is a way to call the bluff of those who only pretend to knowledge. It is a bulwark against mysticism, against superstition, against religion misapplied to where it has no business being.

It is a testing time for democracy...Democracy, democratic government, calls for harder work, for higher education, for further vision than any form of government known in this world. It has not lasted long yet in the West, and it is only by those like ourselves who believe in it making it a success that we can hope to see it permanent and yielding those fruits which it ought to yield. The assertion of people's rights has never yet provided that people with bread. The performance of their duties, and that alone, can lead to the successful issue of those experiments in government which we have carried further than any other people in this world. Democracy can rise to great heights; it can also sink to great depths. It is for us so to conduct ourselves, and so to educate our own people, that we may achieve the heights and avoid the depths.

The derivation of just power from the consent of the governed depends upon the integrity of the reasoning process through which that consent is given. If the reasoning process is corrupted by money and deception, then the consent of the governed is based on false premises, and any power thus derived is inherently counterfeit and unjust. If the consent of the governed is extorted through the manipulation of mass fears, or embezzled with claims of divine guidance, democracy is impoverished. If the suspension of reason causes a significant portion of the citizenry to lose confidence in the integrity of the process, democracy can be bankrupted.
