In the early days of America’s democracy, education and literacy were the prerequisites for establishing a connection to the body politic. In a world where communication was dominated by the printed word, those who learned to read also learned to write. Gaining the ability to receive ideas was automatically accompanied by the ability to send ideas, expressing your own thoughts in the same medium through which you took in the thoughts of others. The connection, once established, was two-way. As Thomas Jefferson wrote, “The art of printing secures us against the retrogradation of reason and information.” In practice, the use of the printing press was mainly by the elites in America’s early decades, and the scurrilous, vitriolic attacks of that age certainly rivaled the worst of any modern political attacks. Nevertheless, the easy accessibility to the printed word opened up avenues of participation in the dialogue of democracy for people like Thomas Paine, who had neither family wealth nor political influence — other than what he gained with the eloquence of his writing. The age of printed pamphlets and political essays has long since been replaced by television — a distracting and absorbing medium that seems determined to entertain and sell more than it informs and educates. If the information and opinions made available in the marketplace of ideas come only from those with enough money to pay a steep price of admission, then all of those citizens whose opinions cannot be expressed in a meaningful way are in danger of learning that they are powerless as citizens and have no influence over the course of events in our democracy — and that their only appropriate posture is detachment, frustration, or anger.

As Jefferson wrote in a letter to Charles Yancey: “The functionaries of every government have propensities to command at will the liberty and property of their constituents. There is no safe deposit for these but with the people themselves, nor can they be safe with them without information. The new and incredibly powerful electronic media that began to replace the printing press — first radio and film and then television — were used to indoctrinate millions of Germans, Austrians, Italians, Russians, Japanese, Chinese, and others with elaborate abstract ideologies that made many of them deaf, blind, and numb to the systematic leading of tens of millions of their fellow human beings “to the slaughter.
Print, in even more revolutionary ways than writing, changed the very form of civilization. ...the Protestant Revolution was contemporaneous with the invention of moving type. ...the printing and distribution of millions of Bibles made possible a more personal religion, as the Word of God rested on each man's kitchen table. The book, by isolating the reader and his responses, tended to separate him from the powerful oral influences of his family, teacher, and priest. Print thus created a new conception of self as well as of self-interest. At the same time, the printing press provided the wide circulation necessary to create national literatures and intense pride in one's native language. Print thus promoted individualism on one hand and nationalism on the other.

In schools, print shifted the emphasis from oral to written and visual communication. Teachers who had been only partly concerned within instructing their students in how to read became by the mid-sixteenth century concerned with almost nothing else. Since the sixteenth century, the textbook has been a primary source of income for book publishers. Since the sixteenth century, written examinations and written assignments have been an integral part of the methodology of school teaching; and since the sixteenth century, the image of the isolated student who reads and studies by himself, has been the essence of our conception of scholarship. In short, for 400 years Western civilization has lived in what has been characterized as the "Age of Gutenberg." Print has been the chief means of our information flow. Print has shaped our literature and conditioned our responses to literary experience. Print has influenced our conception of the educational process. But ...print no longer "monopolizes man's symbolic environment," to use David Riesman's phrase. That monopoly began to dissolve toward the middle of the nineteenth century, when a more or less continuous stream of media inventions began to make accessible unprecedented quantities of information and created new modes of perception and qualities of aesthetic experience. ...1839 ...Daguerre developed the first practical method of photography. In 1844, Morse perfected the telegraph. In 1876, Bell transmitted the first telephone message. A year later, Edison invented the phonograph. By 1894, the movies had also been introduced. A year after that, Marconi sent and received the first wireless message. In 1906, Fessenden transmitted the human voice by radio. In 1920, regularly scheduled radio broadcasts began. In 1923, a picture was televised between New York and Philadelphia. In that same year, Henry Luce and Briton Hadden created a totally new idea in magazines with Time. In 1927, the first "talkie" appeared; and in 1923, Disney's first animated cartoon. In 1935, Major E. H. Armstrong developed the FM radio. In 1936 came Life magazine. In 1941, full commercial television was authorized. These are just some of the inventions that form a part of the "communications revolution" through which we are all living. To these, of course could be added the LP record, the tape recorder, the comic strip, the comic book, the paperback book. ...the point here is ...that the perceptual-cognitive effects on us of the form of these new languages be understood.
Every school boy and school girl who has arrived at the age of reflection ought to know something about the history of the art of printing, papermaking, and so forth. … All children will work better if pleased with their tools; and there are no tools more ingeniously wrought, or more potent than those which belong to the art of the printer. The invention of printing added a new element of power to the race. From that hour, in a most especial sense, the brain and not the arm, the thinker and not the soldier, books and not kings, were to rule the world; and weapons, forged in the mind, keen-edged and brighter than the sunbeam, were to supplant the sword and the battle-axe. No doubt there is much immature talking and hasty writing and will always be where liberty of speech and press prevails. The political, religious, and social views of any age and even of the most radical members of society, were born, long before their time. Those who invented the alphabet and the printing press are indirectly responsible for much of the violence of a changing social state; but in the same way, they are responsible for the progress of the world, for the enlightenment, for the civilization, and for all that makes the present better than the past.
In the eighteenth and nineteenth centuries, print put forward a definition of intelligence that gave priority to the objective, rational use of the mind and at the same time encouraged forms of public discourse with serious, logically ordered content. It is no accident that the Age of Reason was coexistent with that growth of a print culture, first in Europe and then in America.
In the shift from direct democracy to representational democracy, the printed book became an embodiment of thought for the physically absent author; and so the popular art form of the popular book and the pamphlet re-presented ideas and contributed to the public space of political philosophies of the Enlightenment. Television, however, now brings forth this new kind of public space, and it calls into being this new world, not of the educated citizenry in a republic, but of the electropeasantry in the state of Entertainment. Recall how people stopped singing in pubs when they brought in the TV set, and you will appreciate the new passivity in which people stop voting for their representatives as TV takes over the electoral campaigns.

Has not printing freed the education of the people from all political and religious shackles? It would be vain for any despotism to invade all the schools ... The instruction that every man is free to receive from books in silence and solitude can never be completely corrupted. It is enough for there to exist one corner of free earth from which the press can scatter its leaves. How with the multitude of different books, with the innumerable copies of each book, of reprints that can be made available at a moment’s notice, how could it be possible to bolt every door, to seal every crevice through which truth aspires to enter?
The full impact of printing did not become possible until the adoption of the Bill of Rights in the United States with its guarantee of freedom of the press. A guarantee of freedom of the press in print was intended to further sanctify the printed word and to provide a rigid bulwark for the shelter of vested interests.
The broad standardisation of culture represented in nationalism would not have been possible without a modern mass medium such as the printed book (and, later, the newspaper). Thus it may be said that writing has not only influenced thought about the world, but also thought about who we are. It has made it technologically possible to imagine that you belong to the same people as millions of other persons whom you will never meet.
Just as the printing press led to the appearance of a new set of possibilities for democracy, beginning five hundred years ago — and just as the emergence of electronic broadcasting reshaped those possibilities, beginning in the first quarter of the twentieth century — the Internet is presenting us with new possibilities to reestablish a healthy functioning self-government, even before it rivals television for an audience. In fact, the Internet is perhaps the greatest source of hope for reestablishing an open communications environment in which the conversation of democracy can flourish. It has extremely low entry barriers for individuals. The ideas that individuals contribute are dealt with, in the main, according to the rules of a meritocracy of ideas. It is the most interactive medium in history and the one with the greatest potential for connecting individuals to one another and to a universe of knowledge. An important distinction to make is that the Internet is not just another platform for disseminating the truth. It’s a platform for pursuing the truth, and the decentralized creation and distribution of ideas, in the same way that markets are a decentralized mechanism for the creation and distribution of goods and services. It’s a platform, in other words, for reason. But just as it is important to avoid romanticizing the printing press and the information ecosystem it created, it is also necessary to keep a clear-eyed view of the Internet’s problems and abuses. It is hard to imagine any human evil that is not somehow abundantly displayed somewhere on the Internet. Parents of young children are often horrified to learn what obscene, grotesque, and savage material is all too easily available to children whose Web-surfing habits are not supervised or electronically limited. The Original Dream. We have forgotten how radical that original dream was—how bold the founders of the democracy really were. They knew that they were framing a form of government that challenged all the aristocratic assumptions and top-heavy power structures of Western history. The Revolutionaries exploited every available means of communication. They linked their networks by energetic letter writing. Jefferson designed an instrument with five yoked pens for writing multiple copies of his letters. The new ideas were spread through pamphlets, weekly newspapers, broadsides, almanacs, and sermons.
