Experience also shows that to be effective, we must adopt a model of partnership, not paternalism. This approach is based on our conviction that people in the developing world have the capacity to improve their own lives, and will rise to meet high expectations if we set them. America has sought to apply this model in our Emergency Plan for AIDS Relief. Every nation that receives American support through this initiative develops its own plan for fighting HIV/AIDS and measures the results. And so far, these results are inspiring. Five years ago, 50,000 people in sub-Sahara Africa were receiving treatment for HIV/AIDS. Today, that number is nearly 1.7 million. We're taking a similar approach to fighting malaria, and so far, we've supported local efforts to protect more than 25 million Africans.

The population of older adults with HIV is increasing globally, including in sub-Saharan Africa where 65% of the current 39 million people living with HIV reside.”

Fogarty training has given us Africans the skills we need to conduct research, document the illness and look at possible interventions that work in Africa. There are people who are alive today because of Fogarty's input in terms of capacity-building, both in America and around the world. Just think about it: the first cases of HIV were described in the early '80s, and in just over 30 years, we are talking of eliminating mother-to-child transmission of HIV on the African continent. Fogarty has changed the face of HIV medicine.

Yes, malaria claims more lives than HIV/AIDS, with too many people affected. However, the good news in Zambia is that malaria deaths have been reduced by nearly 50% through the use of mosquito nets.

HIV before the year 1996, we had no ARVs in Uganda. People were dying. Among the people who died was my cousin. She was brought to me in Mulago, I was a physician then. She had HIV, and she had severe pneumonia. We gave her all kinds of antibiotics, we gave her amoxicillin, etc. The girl didn’t survive. She passed on. A couple of years later, we discovered through work done in Uganda that this pneumonia the girl had, was due to an organism, now called PJP, and overtime as research was done in Uganda, we found or confirmed that a simple drug like Septrin could have saved my cousin.

In 1984, the government spent zero dollars on AIDS research, because AIDS was thought to be a death sentence, and the virus was far too complicated to deal with. Today, the government spends annually $1.8 billion a year on research, and people who would have been dead four or five years ago now have the virus virtually undetectable in their bloodstream, and they're living normal lives. That was something thought impossible until we put money and talent together and aimed it toward a problem.

A toast to the dead, for children with cancer and AIDS; a cure exists, and you probably could have been saved.
