We must look back into history to understand our energy problem. Twice in the last several hundred years, there has been a transition in the way people use energy. The first was about 200 years ago, when we changed away from wood--which had provided about 90 percent of all fuel--to coal, which was much more efficient. This change became the basis of the Industrial Revolution. The second change took. place in this century, with the growing use of oil and natural gas. They were more convenient and cheaper than coal, and the supply seemed to be almost without limit. They made possible the age of automobile and airplane travel. Nearly everyone who is alive today grew up during this period, and we have never known anything different. Because we are now running out of gas and oil, we must prepare quickly for a third change--to strict conservation and to the renewed use of coal and to permanent renewable energy sources like solar power.
In 1949 coal met nearly two-thirds of the world’s energy needs, oil less than one-quarter, and natural gas about one-tenth, with water power a residual 2 percent. By 1971 the use of coal had dropped to one-third of world energy consumption, while the use of oil had risen to 43 percent and natural gas to 21 percent.

Instead of running all the air conditioners of Houston on oil- or gas-generated electricity, we'll use wind farms or massive solar arrays; we'll have super-fuel-efficient cars and keep on commuting over the interstate highway system. It isn’t going to happen. The wish to keep running the same giant systems at [a] gigantic scale using renewables is the heart of our illusions about solar, wind, and waterpower.

Modern industry, in fact, is a kind of rape. All the long astronomical and geological ages during which the materials which we find useful have been built up, contribute a moment's blaze, a moment's frivolous exuberance. But when his fireworks are finished, what will become of industrial man? All this, of course, does not appear in practice in the tragic and catastrophic form in which I have been stating it. What we know is that the price of coal goes up, and we do not readily connect this fact with the second law of thermodynamics. If you look up this law in a textbook, you will learn that it states that entropy always increases, and if you are not a physicist you will not be much the wiser. But the law can be stated more simply, and is stated more simply by proverbial wisdom. It states, in fact, that you cannot unscramble eggs. It deals with all the irreversible processes of nature. Some processes are reversible, some are not. If you travel from London to Edinburgh, you can also travel from Edinburgh to London, but if coal is used to make your train go, there is no way by which you can collect the heat which it generates, and turn it back into coal. If you shuffle a pack of cards, you can, if you take enough trouble, unshuffle them again, but if you drop a drop of ink into a glass of water, the ink will gradually spread throughout the water, and there is no way by which you can collect it back again into a drop. All industry depends upon such irreversible processes; it all uses up the earth's capital. Modern industry is, in fact, a spendthrift, and sooner or later must suffer the penalty of spendthrifts.
Three hundred years ago it would have seemed absurd to say that this black mineral, this sea-coal, which could be used as a substitute for wood to burn in one's grate, could be applied to revolutionize human affairs. Today we know that there is another source of energy a million times greater. We have not yet learned how to harness it or apply it, but it is there. Occasionally in complicated processes in the laboratory a scientist observes transmutations, re-arrangements in the core of the atom, which is known as the nucleus, which generate power at a rate hundreds of thousands of times greater than is produced when coal is burned and when, as the scientists put it, a carbon atom satisfied its affinity for an oxygen molecule. It can scarcely be doubted that a way to induce and control these effects can be found. The new fire is laid, but the particular kind of match is missing.
It is not just the oil and gas sector. The renewable energy sector has also faced substantial supply chain disruptions. The efficiency sector has faced health and safety restrictions in homes and buildings. Overall, we were told that the energy industry has lost an estimated 1.3 million jobs since early March, including more than 600,000 jobs associated with clean energy. It is a good reminder in terms of where we have seen this direct impact and the impact on jobs, but our hearing was also a reminder that the energy industry can be a key leader, be a sector that can really help lead our Nation's economic recovery. When you think about energy itself, this is a finished product. It is a feedstock. It is a raw material. It is an input. It is an output. It is value added, a natural resource, tradeable commodity, a precious asset. It is clearly critical infrastructure and emergency reserves. It is financial, collateral, and competitive exports. It is a source of high-paying and high-skilled jobs in its own right.
What is euphemistically called production is really consumption. The gigantic technical apparatus, that masterpiece of human ingenuity, could not reach perfection if technological thought were to be contained within an economic scheme, if the destructive power of technical progress were to be arrested. But this progress becomes all the more impetuous, the larger the resources at its disposal, and the more energetically it devours them. This is shown by the concentration of men and machines in the great mining centers where the mechanization of work and the organization of man are most advanced. The rationality of technology, so impressively displayed here, becomes intelligible only when one has understood the conditions on which it depends. Its concomitant is waste and contempt for all rationality in the exploitation of the resources on whose existence technology depends, as the lungs depend on air.
