It is the end of the British Empire.

At the time this hazardous prophecy was made, the huge overgrown Roman Empire was tottering to its fall. Does a similar fate await the British Empire?

I want to see the end of the British Empire in the world.

Such is the end of Empire.

Upon this battle depends the survival of Christian civilisation. Upon it depends our own British life and the long continuity of our institutions and our Empire. The whole fury and might of the enemy must very soon be turned on us now. Hitler knows that he will have to break us in this island or lose the war. If we can stand up to him, all Europe may be free and the life of the world may move forward into broad, sunlit uplands. But if we fail, then the whole world, including the United States, including all that we have known and cared for, will sink into the abyss of a new Dark Age, made more sinister, and perhaps more protracted, by the lights of perverted science. Let us therefore brace ourselves to our duties, and so bear ourselves that, if the British Empire and its Commonwealth last for a thousand years, men will still say, 'This was their finest hour.'

That the United Kingdom will collapse is a foregone conclusion. Sooner or later, all states do collapse, and ramshackle, asymmetric dynastic amalgamations are more vulnerable than cohesive nation-states. Only the 'how' and the 'when' are mysteries of the future. An exhaustive study of the many pillars on which British power and prestige were built — ranging from the monarchy, the Royal Navy and the Empire to the Protestant Ascendancy, the Industrial Revolution, Parliament and Sterling — indicated that all without exception were in decline; some were already defunct, others seriously diminished or debilitated; it suggests that the last act may come sooner rather than later.110 Nothing implies that the end will necessarily be violent; some political organisms dissolve quietly. All it means is that present structures will one day disappear, and be replaced by something else.

We may also, I think, congratulate ourselves on the part that the British Empire has played in this struggle, and on the position which it fills at the close. Among the many miscalculations of the enemy was the profound conviction, not only that we had a "contemptible little Army," but that we were a doomed and decadent nation. The trident was to be struck from our palsied grasp, the Empire was to crumble at the first shock; a nation dedicated, as we used to be told, to pleasure-taking and the pursuit of wealth was to be deprived of the place to which it had ceased to have any right, and was to be reduced to the level of a second-class, or perhaps even of a third-class Power. It is not for us in the hour of victory to boast that these predictions have been falsified; but, at least, we may say this—that the British Flag never flew over a more powerful or a more united Empire than now; Britons never had better cause to look the world in the face; never did our voice count for more in the councils of the nations, or in determining the future destinies of mankind. That that voice may be raised in the times that now lie before us in the interests of order and liberty, that that power may be wielded to secure a settlement that shall last, that that Flag may be a token of justice to others as well as of pride to ourselves, is our united hope and prayer.

(theatrically) Do you realize, Dr. Seldon, that you are speaking of an Empire that has stood for twelve thousand years, through all the vicissitudes of the generations, and which has behind it the good wishes and love of a quadrillion human beings? A. I am aware both of the present status and the past history of the Empire. Without disrespect, I must claim a far better knowledge of it than any in this room. Q. And you predict its ruin? A. It is a prediction which is made by mathematics. I pass no moral judgements. Personally, I regret the prospect. Even if the Empire were admitted to be a bad thing (an admission I do not make), the state of anarchy which would follow its fall would be worse. It is that state of anarchy which my project is pledged to fight. The fall of Empire, gentlemen, is a massive thing, however, and not easily fought. It is dictated by a rising bureaucracy, a receding initiative, a freezing of caste, a damming of curiosity — a hundred other factors. It has been going on, as I have said, for centuries, and it is too majestic and massive a movement to stop.

Nothing can save England if she will not save herself. If we lose faith in ourselves, in our capacity to guide and govern, if we lose our will to live, then indeed our story is told. If, while on all sides foreign nations are every day asserting a more aggressive and militant nationalism by arms and trade, we remain paralysed by our own theoretical doctrines or plunged into the stupor of after-war exhaustion, then indeed all that the croakers predict will come true, and our ruin will be swift and final. Stripped of her Empire in the Orient, deprived of the sovereignty of the seas, loaded with debt and taxation, her commerce and carrying trade shut out by foreign tariffs and quotas, England would sink to the level of a fifth-rate Power, and nothing would remain of all her glories except a population much larger than this island can support.

Britain's victories are barren; they leave her poor, and they leave her people hungry; they leave her bereft of the markets and the wealth that she possessed six years ago. But above all, they leave her with an immensely greater problem than she had then. We are nearing the end of one phase of Europe's history, but the next will be no happier. It will be grimmer, harder and perhaps bloodier. And now I ask you earnestly, can Britain survive? I am profoundly convinced that without German help she cannot.

What General Weygand called the Battle of France is over. I expect that the Battle of Britain is about to begin. Upon this battle depends the survival of Christian civilization. The British people now realise the danger with which they are faced, and know that in the event of a German victory everything they have built up will be destroyed. The Germans kill not only men, but ideas. Our people are resolved as never before in their history.

We have experienced the truth of this prophecy, for England has become the habitation of outsiders and the dominion of foreigners. Today, no Englishman is earl, bishop, or abbott, and newcomers gnaw away at the riches and very innards of England; nor is there any hope for an end of this misery.

If Great Britain lost her Empire and India and her share in world trade and her sea power, she would be like a vast whale stranded in one your Scottish bays, which swam in upon the tide and then was left to choke and rot upon the sands. We should be like a great shop emporium in a district from which prosperity has for ever departed. We least of all peoples and races can afford to fail. Failure to us does not mean merely that we shall not improve. It means that we shall be ruined and frozen out.
