[I take] full military responsibility for the actions of the army in the war against terrorism.

Under the influence of politicians, masses of people tend to ascribe the responsibility for wars to those who wield power at any given time. In World War I it was the munitions industrialists; in World War II it was the psychopathic generals who were said to be guilty. This is passing the buck. The responsibility for war falls solely upon the shoulders of these same masses of people, for they have all the necessary means to avert war in their own hands. In part by their apathy, in part by their passivity, and in part actively, these masses of people make possible the catastrophes under which they themselves suffer more than anybody else. To stress this guilt on the part of masses of people, to hold them solely responsible, means to take them seriously. On the other hand, to commiserate masses of people as victims, means to treat them as small, helpless children. The former is the attitude held by genuine freedom-fighters; the latter the attitude held by the power-thirsty politicians.

Certainly I said some Jews were responsible on the ships that brought our fathers into slavery. All Jews didn't own those ships. Some Jews have been responsible for characterizing black people as clowns and buffoons using the movie industry to get that message over...

I do not propose to say many words tonight. The time has come when action rather than speech is required. Eighteen months ago in this House I prayed that the responsibility might not fall upon me to ask this country to accept the awful arbitrament of war. I fear that I may not be able to avoid that responsibility. But, at any rate, I cannot wish for conditions in which such a burden should fall upon me in which I should feel clearer than I do to-day as to where my duty lies... I was responsible for everything so I accept responsibility and blame but show me, comrade, one document proving that I was personally responsible for the deaths.

When assessing the responsibility for this war—we have to confess honestly that we bear a share of the guilt. If I said this thought oppresses me, I would say too little—this thought never leaves me. I live in it.

We all share the guilt. We went along with everything, and we half-took the Nazis seriously instead of saying "to hell with you and your stupid nonsense". I misled my soldiers into believing this rubbish. I feel utterly ashamed of myself. Perhaps we bear even more guilt than these uneducated animals.

I cannot shift the blame for Chechnya, for the sorrow of numerous mothers and fathers. I made the decision, therefore I am responsible.

The part of the U.S. Navy alone in this war was stupendous. And I wish here to acknowledge our debt not only to the men and women of the United States Navy, Marine Corps, Coast Guard, and their several Women's Reserves, but also to those innumerable civilians who aided the Navy's war effort.

The Prosecution holds me responsible for the concentration camps, for the destruction of Jewish life, for Einsatzgruppen and other things. All of this is neither in accord with the evidence nor with the truth. The accusers as well as the accused are exposed to the dangers of a summary proceeding. It is correct that I had to take over the Reich Security Main Office. There was no guilt in that in itself. Such offices exist in governments of other nations too. However, the task and activity assigned to me in 1943 consisted almost exclusively in the reorganization of the German political and military intelligence service, though not as Heydrich's successor. Almost a year after his death I had to accept this post under orders and as an officer at a time when suspicion fell on Admiral Canaris of having collaborated with the enemy for years. In a short time I ascertained the treason of Canaris and his accomplices to the most frightful extent.

The Nuremberg Trial stands for me still today as an attempt to break through to a better world. Still today I acknowledge as generally correct the reasons of my sentence by the International Military Tribunal. Moreover, I still today consider as just that I assume the responsibility and thus the guilt for everything that was perpetrated by way of, generally speaking, crime, after my joining the Hitler Government on the 8th February 1942. Not the individual mistakes, grave as they may be, are burdening my conscience, but my having acted in the leadership. Therefore, I for my person, have in the Nuremberg Trial, confessed to the collective responsibility and I am also maintaining this today still. I still see my main guilt in my having approved of the persecution of the Jews and of the murder of millions of them.
