The H-1B program authorizes non-immigrant visas under which skilled foreign workers may be employed in the U.S., typically in computer-related positions. Congress greatly expanded the program in 1998 and then again in 2000, in response to heavy pressure from industry, which claimed a desperate software labor shortage. After presenting an overview of the H-1B program in Parts II and III, the Article will show in Part IV that these shortage claims are not supported by the data. Part V will then show that the industry's motivation for hiring H-lBs is primarily a desire for cheap, compliant labor. The Article then discusses the adverse impacts of the H-1B program on various segments of the American computer-related labor force in Part VI, and presents proposals for reforms in Part VII.

The billion-dollar immigration industry has turned every single aspect of immigration law into an engine of fraud. The family reunifications are frauds, the ‘farmworkers’ are frauds, the high-tech visas are frauds–and the asylum and refugee cases are monumental frauds.

Just look at corn and soybeans, subsidized with taxpayer money — creating a market that wouldn’t otherwise make sense. Why? So agribusiness firms have cheap inputs to make processed food. The taxpayers are basically subsidizing corporations to make crap, when we could have grown real food on our own.

We used many techniques, but probably the most common is that we will go to a country that has resources that our corporations covet- like oil- and we will arrange a huge loan to that country from an organization like the World Bank or one of its sisters. But almost all of the money goes to U.S. corporations, not to the country itself, corporations like Bechtel and Halliburton, General Motors, General Electric, these types of organizations, and they build huge infrastructure projects in the country- power plants, highways, ports, industrial parks- things that serve the very rich and seldom even reach the poor. In fact the poor suffer because the loans have to be repaid, and they are huge loans, and the repayment of them means that poor won’t get education, health, and other social services and the country is left holding a huge debt, by intention. We go back, we economic hitmen, to this country and say, “Look, you owe us a lot of money. You can’t repay your debts, so give us a pound of flesh”.

Privilege is a regulation rendering a few men, and those only, by the accident of their birth, eligible to certain situations. It kills all liberal ambition in the rest of mankind, by opposing to it an apparently insurmountable bar. It diminishes it in the favored class itself, by showing them the principal qualification as indefeasibly theirs. Privilege entitles a favored few to engross to themselves gratifications which the system of the universe left at large to all her sons; it puts into the hands of those few the means of oppression against the rest of their species; it fill them witth vain-glory, and affords them every incitement to insolence and a lofty disregard to the feeling and interests of others.

Every government interference in the economy consists of giving an unearned benefit, extorted by force, to some men at the expense of others.

We still find the greedy hand of government thrusting itself into every corner and crevice of industry and grasping at the spoil of the multitude. Invention is continually exercised to furnish new pretenses for revenue and taxation. It watches prosperity as its prey and permits none to escape without a tribute.

The media have tended to emphasize the notion that it is the American company that initiates the bribe, without laying any emphasis on the fact that around the world, for hundreds of years, companies from other countries have been making payments and paying bribes, and that usually the reason they have done so is that they have been solicited or extorted by politicians and government employees. To point this out is not to negate the blame for making the payments and paying the bribes, but simply to make it clear that in many, if not most, cases the payments are made under duress. All other things being equal, an American business manager would rather avoid the costs of bribes.

Privilege is a made up metric used to silence and repress. We are all different, and that is ok. We listen to individuals and help each other based on individual strengths and needs. We do not generalize based on skin color, bigot.

They’ll be illiterates, many of them will be black, and they’ll all want to settle in Miami. “The great risk these people will pose is that they’ll introduce into Miami life the political corruption that seems to infect all Hispanic government: bribery of officials, fraud in elections, nepotism in political appointments, and invariably putting the interests of one’s family members ahead of the general welfare. These characteristics are already surfacing in Miami, and with a constant influx of new arrivals the problem will worsen.

Government is, in essence, the privileged class dominating the disadvantage. The Big Lie is that government is the friend of the poor and the foe of the well-to-do.

Privilege is basically a form of property, and as John Locke pointed out, property is what makes a civilization rather than a Libyan war zone of Hobbesian anarchy. The world is a better place when people can work constructively to earn privileges, individual and collective, and pass some of them on to their heirs.
